Entente troops sent into the Teschen Tes-chen district pending a plebiscite were reported by Vienna to be remaining passive. Near Donberau, the Poles were said to be masters of the situation. . The administration that was set up at Karwin in the Teschen district is being moved to Udlaw. Polish- and Czecho-Slovakian officials offi-cials have made counter charges as to responsibility for the fighting. The original dispute was over rich coal fields in the Teschen district, which both sides claim.
