That pledge has been liberally lib-erally redeemed. One of the first things which the Republican administration adminis-tration did was to impress upon business interests that It was up to them to become self-reliant if they '.wished to become self-sustaining; jj that they must begin to work out their own salvation instead of running to the Government for artificial stimulus. Legislation has been enacted wherever it could prove helpful, but it has not been permitted to take the plac of individual energy and thrift. Simultaneously with' the elimination elimina-tion of Government in business there was an injection of business in Government, Gov-ernment, Perhaps what will go down as one of the greatest pieces of constructive con-structive legislation of the last half century was the enactment of a law creating a ' Budget Bureau, which made It no't only possible but man-4try man-4try for) the first time in the history his-tory of the; United States Government li eemduct the Government's business IB M orderly manner. It is largely M to the inauguration of this budget bud-get system that the dally operating , expenses of the Government have beea reduced In the aggregate over $2,000,000 a day under this administration adminis-tration . The business interests of the eoun-try eoun-try were given consideration la the enactment of the new tax measure. Surtaxes were decreased, excess profits taxes were abolished altogether, and the shipping interests of the' United Stats which Include practically every business and industry were relieved from the burdensome transportation taxes that were levied upon freight, express and passenger traffic. The Edge Act to facilitate the or-! or-! ganization of corporations to promote i exports was amended in order to render ren-der needed assistance to business interests in-terests endeavoring to expand America's Amer-ica's markets in foreign countries, thereby increasing production and employment at home. i . This aid, although al-though extended directly to agriculture, agricul-ture, was of vital importance to business. busi-ness. The most outstanding example of this is the increase of 15 per cent, in the value of $18,000,000,000 worth ot outstanding out-standing Liberty bonds. ' As another reflex of the influence of the Republican administration, interest inter-est rates have been lowered from 7 per cent, to 4y2 within 12 months, thus releasing money at a reasonable rate for the use of business Interests. No one has the temerity to deny that business conditions today, compared with a year ago, are not infinitely bet ter and that prospects are undoubtedly undoubted-ly for further Improvement.
