Show GIVES WARNING TO SOUTHAIRIGANS GREAT BRITAIN AND FRANCE SERVE NOTICE REGARDING OBSERVANCE OB-SERVANCE OF NEUTRALITY. Charge Virtually Made That Colombia Colom-bia and Ecuador Have Been Giving Giv-ing Assistance to Germans During Dur-ing Present War. Washington. Ecuador and Colombia Colom-bia have been warned by Great Britain Brit-ain and France in emphatic terms that the allies will not countenance further violations of neutrality by these South American states. After making strong representations through the British and French ministers minis-ters at Quito and Bogota, the British and French governments considered v,o mHpr RPi-inus enough to commu nicate to the United States government govern-ment in view of possible complications complica-tions that might arise between Colombia Col-ombia and Ecuador and the European belligerents. It is charged by them that the Galapagos Gala-pagos islands, off the coast of Ecuador, have been used practically as a coaling coal-ing base for German ships and that wireless stations in both Ecuador and Colombia have been giving German cruisers news of the whereabout? of the British fleet. The notes to the American government govern-ment cited no specific violations, but expressed the hope that Ecuador and Colombia would be impressed with the value of maintaining strict neu- trality, in which the United States had given so signal an example. High officials of the Washington government said the notes were phrased in such a way as not to require re-quire a reply from Secretary Bryan, and there is no implied obligation in I them requiring discussion of the matter mat-ter between this government and Ecu- ador and Colombia. |
