It seems that some nine powers, including Japan; entered Into a treaty, commonly called the Nine-Power Nine-Power Treaty, guaranteeing the "integrity" of China, and calling fcr "consultation' 'in the event cf aggression. There seems to be little dispute over the aggression now underway but. so far, the eight powers behind be-hind the treaty have not even held a "consultation." Of course Japan, as usual, defies outside interference and it may be that no other nation dares to advocate that the cat be belled. Moreover, such a consultation consulta-tion might lead to the unpleasant dlsccvery that war is being waged in China. |
