Show Welfare Expenditures Must Be Reduced Reductions in welfare expenditures expendi-tures from state and county funds ..i approximately $150,000 for the quarter beginning April 1 were ord-crca ord-crca m instructions sent to all County Welfare Boards and De-i-a.cments Wednesday by J. W. uiliman, Director of the State Department De-partment of Public Welfare. This action was taken at the instance of the State Board of Public Welfare leeeause of the unexpectedly heavy drain on State and Jeunty funds during the winter months due to Liic pressure from employable persons per-sons who had lost their jobs and until recently could not be placed on Works Prog, ess Administration projects. Mr. Gillman pointed out that the apprcpriatien of the Legislature for general welfare purposes had proven prov-en inadequate to meet the necessities neces-sities occasioned by the increase in unemployment. With no Federal funds available for providing assistance as-sistance to able-bodied people, he said, the drastic curtailment was necessary to enable the Department te. stay within its appropriation. In his instructions to the County Weliaie Boards and Directors, Mr. Gillman said: "You will understand that the Department is legally bound to stay within its appropriation, that .t cannot incur a deficit, and that all counties must participate in reductions on a fair and equitable t.asis. "Inasmuch as the Works Progress Prog-ress Administration has received additional appropriations and job I quotes, it is suggested that your Iceunly Department expedite all ncssible certifications to the Works Prr.sram and that you actively cooperate co-operate in the encouragement of sponsorship by the political sub-oivisiens sub-oivisiens cf projects to utilize the .'ate cf men and women now being o;-rcd for on the general wellare program. i "The State Board is most anxious 1 t'.'.at constructive efforts be made to com;" el able-bodied lecipients of public assistance to exert all possible pos-sible effort to help themselves.
