Root will go to Pctrogrnd wifli a message to the new Russian republic. It is n message of brotherhood nnd of co-operntion nnd of hope nnd helpfulness. No American is better fitted to deliver such a message mes-sage than Root. His tour of the Latin-American republics in the time o( his occupancy of the Bccrelnryslilp of elate, the spehes which he theh delivered, the interpretation which he then gave to the ideals and purposes of the United States, and the splendid results which his visit produced nrc indicative of the success which will attend his Btay in Russia.
