I don't claim to be an authority on either, but I do pride myself with good old horsesense. There has been some talk about freezing the budget, not just for a year, but for five years. Well, some say, "That will fix um"fix who? The budget concerns each and every one of us. Let us take any budget, yours, mine, the ward, the city etc. You choose the budget we'll freeze for the next five years. We should understand that we are going to be con-fronted with inflation each and every one of these five years. OK, the price of every thing goes up next year and the next and the next, but we can't have any more money to cover the increased costs. Where shall we cut so that we can survive? With my own budget we'll probably cut down on traveling, try to cook more economically, make the shoes last longer. But where do we cut into a city or a state budget without hurting the public; social services, roads, revenue sharing? I also hear all about how we are going to put everyone to work, give everyone a jo don't think you can open the paper without noting several job openings already. I have often heard the comment, "Why I'm not going to work for that amount of money." I think if we got back to the way it was before welfare was so available that many people would be working. If we make jobs for people it will just be another bureau that will be set up and abused as so many other help plans. I'm for helping those who truly need help, but the working person who pays his bills continues to work and - tote the barge and load the bale. I see now where Medicade is looking for welfare and needy children to help. It all sounds very good to help people, but who is paying for that help. What incentive is given for people to help themselves? I'm reading a book entitled "Jimmy Who." One comment was made from a supporter he had during his campaign for Governor."When we buy a bag of peanuts we don't want to open it and find that we have bubble gum." I don't claim to be Democrat nor Republican. I think that most of us are so frustrated with our government and our inability to get a job done proberly that we don't know who we are anymore. I've been involved with several organizations thru the years and there are those who will be thrifty and have concern for the funds of the organization and those who will spend you into ruin. We need concerned people mindful of the countries needs first and foremost. We do not need more give away programs. We are willing to take care of our own budget, we'll not overspend. I think the country has gone much too far in its give away policies. We give to everyone and a very small percentage of the people pay for that give away. I'm not impressed with campaign promises, the President is only one man, he is not wholely to blame for what comes out of Washington D.C. I say, think about the promises, the issues, and then use your good old fashioned horsesense when it comes time to vote. I once heard someone say that when you get something for nothing you just haven't gotten the bill yet. Special Interest Lists Activities for Week The young special interest activities begin Friday, Oc-tober 1st, with the scripture study class. This is held before the dance at 7:30. The soft-roc- k dance Friday will be held at 546 North 500 West, Orem. It begins at 9 p.m. and the dress is casual, the cost is $1.50 and the band will be "Crossroads". The Saturday dance will be "at 1350 East 900 South, PROVO. It begins at 9 p.m. Coming up on Oct. 15 will be the interest fare. This will be an evening of entertain-ment as well as to find others that share the same interests that you do. On Oct. 13, there will be instruction for those who would like to knit or crochet a shawl or do needle point. This will be the first of three one hour sessions held weekly. They will be held at 945 East 500 North Pleasant Grove at 7 p.m.. Those words in italic are being eliminated andor replaced with the underscored words. Be it resolved by the Legislature of the State of Utah, two-third- s of all members elected to each of the two houses voting in favor thereof: Section 1. It is proposed that Article IV of the Constitution of the State of Utah be amended to read: Sec. 1. The rights of citizens of the State of Utah to vote and hold office shall not be denied or abridged on account of sex. Both male and female citizens of this State shall enjoy equally all civil, political and religious rights and privileges. Sec. 2. Every citizen of the United States. 18 years of age or over, who makes proper proof of residence in this tate for 30 days next preceding any election, or for such other period as required by law, shall be entitled to vote in the election. Sec. 2. Every citizen of the United States, twenty one years of age or over, who has been a legal resident of this state for six months and of the county for sixty days next preceding any election, shall be entitled to vote in the election, except that in a presidential election year persons who make proper proof of residence in this state for thirty days immediately preceding the last voter registration day may register and vote for a president and of the United States only. Sec. 3. In all cases except those of treason, felony or breach of the peace, electors voters shall be privileged from arrest on the days of election, during their attendance at elections, and going to and returning therefrom. Sec. 4. No elector voter shall be obliged to perform militia duty on the day of election except in time of war or public danger. Sec. 5. No person shall be deemed a qualified elector voter of this State unless such person be a citizen of the United States. Sec. 6. No idiot, insane mentally incompetent person or persons convicted of treason, or crime against the elective franchise, unless restored to civil rights, shall be permitted to vote at any election, or be eligible to hold office in this State. Sec. 7. No property qualifications shall be required for any person to vote or hold office. Sec. 7. Except in elections levying a special tax or creating indebtedness, no property qualification shall be required for any person to vote or hold office. Sec. 8. All elections shall be by secret ballot. Nothing in this section shall be construed to prevent the use of any machine or mechanical contrivance for the purpose of receiving and registering the votes cast at any election: Provided, that secrecy in voting be preserved. Sec. 9. All general elections, except for municipal and school officers shall be held on the Tuesday next following the first Monday in November of the year in which the election is held. Special elections may be held as provided by law. The terms of all officers elected at any general election, shall commence on the first Monday in January next following the date of their election. Municipal and School officers shall be elected at such time as may be provided by law. Sec. 10. All officers made elective or appointive by this Constitution or by the laws made in pursuance thereof, before entering upon the duties of their respective offices, shall take and subscribe the following oath or affirmation: "I do solemnly swear (or affirm) that I will support, obey and defend the Constitution of the United States and the Constitution of this State, and that I will discharge the duties of my office with fidelity." Section 2. The secretary of state is directed to submit this proposed amendment to the electors of the State of Utah on November 2, 1976 in the manner provided by Jaw. Section 3. If adopted by the electors of this state, this amendment shall take effect on January 1, 1977. NOTICE OF PUBLIC HEARING A Public hearing will be held on October 1, at 10:00 a.m. in the Provo City Com-mission Chambers; 359 West Center Provo, on amendments to the Utah County zoning ordinance and establishment of a new zoning map. The hearing will also be con-cerned with amendments in Utah County subdivision regulations. Public Hearing The Pleasant Grove Board of Adjustments will meet Wed-nesday, October 6, 1976 at the city hall beginning at 7:00 p.m. to review the following requests : 7:00 The request of Kenneth Dale West for a variance to the requirement of building on a dedicated street Mr West wishes to build on a lot at approximately 430 East 650 South which is on a private lane. 7:10 The request of Earl Liddiard to construct a retaining wall abutting the back of the curb at 529 South 1300 East. The retaining wall would be out on city property and be about six feet into the width of the dedicated road width. 7:15 The request of LaRoy Hooley to be able to construct a garage onto his home at 251 East 500 North which would be within 4V2 feet of property line. City ordinance requires at least an eight foot sideyard and Mr. Hooley is requesting a variance to this requirement. 7:20 The request of George Fisher for a one foot rear year variance for his home located at about 198 East 700 South. City code requires a 25 foot rear yard and Mr. Fisher is requesting a variance of one foot from this requirement. Notice of Public Hearing The Pleasant Grove City Planning Commission will hold a public hearing Thur-sday, October 7, 1976 at 7:15 to review the following request: The request of Mr. Roger Clark to construct a Six plex on the lot located at ap-proximately 514 East 500 South. There is presently two four plexes on this lot but there is sufficient footage to provide for an additional six unit apartment. Mr. Clark is requesting approval to con-struct this unit.
