Show OLD AGE assistance AND INSURANCE EXPLAINED it seems that many people are un aware of the difference between old age assistance and old age and survivors insurance while both are part of the general program inaugurated by the national social security act ai as amend ed by congress in 1939 the benefits paid by these two divisions of the act are for different purposes come from entirely different sources and are administered by different agencies old oid age assistance payments are made by each state to elderly people because of the fact that they are now in need these payments are made from local public welfare offices through throughout oui each state such as the one in cedar city they are administered under the state laws but the federal government in each case puts up the money for half oz 01 each payment old age and survivors insurance a however is administered entirely by the federal government this is the only one of the ten social programs outlined by the national social security act that is so administered some who are paying for and should benefit by its operation are perhaps not aware of its existence need has nothing to do with the monthly allowances that are made to the insured under the old age and survivors insurance program the payments are made to the insured or to his surviving heirs because of the taxes that he and his employers have paid into the federal old age and insurance fund during the period of his employment the fact that a person must be 65 years of age before receiving benefits under either of these programs old age assistance or old age and survivors insurance has no doubt tended to confuse them in the minds of the people the taxes above mentioned are similar to premiums paid on an insurance dolcy and represent one per cent ot of the workers wages up to 1943 paid by himself and another 1 per cent paid by his employer employers deduct each workers ta tax x from his pay and turns it in quarter ly with an equal amount of their own to the bureau of internal revenue along with a full report the monthly amounts paid to retired workers under this plan are based on the wages the worker has earned up to the year 1943 these payments men ts are therefore always related ea to the amount in taxes that the worker has paid into the fund they are weighted however in favor of three groups workers who have had but a few years in which to build up insurance credits low paid padd worn wor ers and workers with dependents the monthly payments made by the U S government to the insured client or to his survivors are of two kinds 1 retirement payments A for the worker himself B for his wife if and when she is 65 C for his children until they are 16 or 18 if still in school 2 survivors payments when a qualified worker dies at any age A A for his children until they r reach each 16 or 18 if still in school B for his widow while she has such hildren in her care for his widow if or when she is 15 35 and I 1 his dependent parents if 65 years of age if he has left no widow 0 young children citizens or survivors who are ell gible for old age and survivors insurance benefits should that the program is administered rr er by the federal Govern government men but that application has to be made mada for its benefits mr atwood the tr tah manager for this program wi wil ll 11 be in parowan carowan again between sept 13 and 23 the purpose of his visit is to render assistance to persons 0 ov v er 65 who have worked in employment covered by the social security act who desire to file claim f fa social security retirement arns p ns also to ascent aames lar s i I 1 11 I 1 hadren and aged wives of suh persons or from the widow and children of deceased persons who were covered under the social security system he will also give out any other information and assistance to employers or other individuals who have problems relating to the program just leave your names with the postmaster who will give them to mr atwood upon his arrival mr atwood has requested that the postmaster aster assist in any way possible to acquaint the public with the various programs of the social security act accordingly a series of three articles will appear in future re issue of the times briefly explaining pla ining the three main divisions divisio ns of these ten programs 1 social ansur ance 2 bublis assistance to the th needy an and d 3 health and delft tr services |
