Show washington N FROM OUR congressman W K GRANGER dumbarton oaks conference the big news in washington at this time is the conference being held between the representatives 01 the U S great britain russia and china in a preliminary discussion intended to be the foundation upon which world peace might bo be established when victory comes these discussions have been held hela in what is termed executive sessions causing considerable speculation and some criticism the only official announcement coming from this conference was made by the under secretary of state mr as follows POINTS AGREED UPON the ithe three points agreed on are as follows an assembly composed of representatives senta tives of all peace loving nations based on the principle of soverign equality A council composed of a smaller number of members in which the principal states will be joined by a number of other states to be elected periodically effective means for the peaceful settlement of dispute including an international court of justice for the adjudication of justifiable just Liable questions and also the application of such other means as may be necessary for the maintenance of peace ana security in a separate statement undersecretary of state replied to charges in the press and congress C gr ess that the conversations were be ing surrounded by to much secrecy by pointing out that congressional committees themselves frequently hold executive sessions he promised that all possible information would be made public all three points agreed upon were included in the summary of the am j plan made public by president roosevelt on june 15 sir alex aiex ander cadogan chief of the british delegation said on his arrival here that there was nothing in the american plan to which he took ex inasmuch as ambassador andrei A gromio head of the russian mission joined in statement it may be assumed that russia sia also supports sop ports the basic american plan however none of the delegates would discuss details of the three points including the controversial questions of how representation on the council will be arranged for the permanent nonpermanent non nu numbers abers from the smaller states or what authority should be given to the small powers in in relation to the big ones |
