Show HUMPHERYS RESIGNS AS STATE ENGINEER T H humpherys state engineer i resigned his position monday with i the state of utah effective july 23 to accept a position with the fedral government the resignation was con contained ta ined in a letter addressed to governor herbert B maw mr humpherys who has served the state in his present position for the past eight years will become utah state director of the public works reserve a nationwide nation wide project created may 24 by president roosevelt to plan work projects for post poat defense employment state headquarters for the new project will bs be located in salt lake city acco according tl to the letter of tion the position op oe state director of public works reserve for utah has been tendered me the state engineer wrote and since it offers an opportunity to use whatever knowledge I 1 have gained with respect res to projects over the state and particularly those dealing with water I 1 have decided to accept the offer my resignation iss Is hereby submitted effective july 28 1941 or at any date at your pleasure bezore that time he wrote his new position as state director will take him into every community of the state where he win will supervise the gathering and preparation of information data and estimates to be used in establishment I 1 of a reservoir of useful pub bic ic projects to available information mr humpherys began his engineering career 44 years ago after graduating from the utah state ag ri culture college at logan he spent 31 years in general engineering practice specializing in water projects during which time he designed and built many irrigation projects in utah and idaho he was engineer for the U S bureau of reclamation from 1903 to 1808 and took his hiis present alfice april 1 1933 in 1934 mr humpherys began a program of investigation of possible reservoir sites throughout the state and as a result utah was th first state to have a small reservoir project under the case wheeler small reservoir program he drafted bills later enacted into law which have revised and supplement ed the water laws of the state to provide for the administration and I 1 control of underground water in in substantially the same manner as j I 1 surface water A survey was launch ed in cooperation with a federal agency in which wells were located tagged tested and the present use L determined ter mined control ot of the use use of wells and a program of well repair r cur ried out the past several years ha IKS resulted in a savings saving of acre aars feet of water annually ii has heretofore gone to waste three thousand five hundres hun drel applications have been filed the eight years for appropriation or er change of water and all old department records have been revised and nd brought up to date andee mr humpherys Humph crys supervision m making them available for public use |
