Show washington N S WW ROM IROM I OUR congressman W K GRANGER report from the ahe farm security administrator minis setting selling out the condition of borrowers from the farm security administration sin since ce th the e beginning of the present emergency it has been generally recognized that the health welfare and morale of our people are arc vitally important to national defense I 1 ense providing for these needs among low income farm families has been one 0 of f the essential contributions of the farm security administration to the nations defense efforts during the past year we have just completed a special survey undertaken last winter to measure the progress being made by borrowers from the farm decur ity administration it indicates tha gains in terms of money living standards and capacity for self sup port which have been made during 1940 by handicapped and low income farm people all over the country in the first district of utah there were active standard rehabilitation borrowers at the end of 1940 the survey showed that the average borrower earned a net income of 1065 during the year as compared with in the year before jie h e borrowed from farm security in other words the typical family increased its annual net income b by y 23 per cent also significant are the gains which these people made in net worth since it is one of the best beit measures of permanent improvement in living standards borrowers in your district increased their average net worth over arid and above all debts including their obligation to the government by 28 per cent since coming on the program these figures mean that farm security borrowers in the first district have added a total of to the v alth falth f of their communities and have increased their total annual incomes by naturally this growth in prosperity and purchasing in power has been reflected on the j anks of mer hants and other bus n i nu ME i L u tl e C 61 eints I 1 1 i id d that vir ir i r rowers in your district are anro ripi cUi repaying their rehabilitation loans already has been repaid on en loans totaling altho much of the money does docs not fill fall due for four or five years through out the entire country rehabilitation loans totaling had been made as of december 31 1949 1940 and of this sum had been repaid As you know loan funds fu n ds currently are advanced by the reconstruction finance corporation instead of coming from direct appropriations in view of the fact that none of the borrowers from farm security were able to get adequate credit anywhere else and that many of them formerly were on relief we feel that this repayment record is a tribute to the honesty and industry of these needy farm people there is ample evidence that the great majority of them are getting back on their feet and becoming per manent ly self supporting in large measure this progress is due to the advice and technical guidance in sound farm and home management which accompanies each farm security loan |
