Show SEGRE GUION FROM CITY the proposed segregation of certain lands in the south field from the corporation limits of parowan carowan city notice of which is published on this page presents a problem which should be considered long and carefully before definite action n is taken those who have signed the petition for segregation as well as others who by there example may be induced to do likewise should consider fully the inevitable results of their action the action is i taken to avoid the payment of city tax on field property which gets no benefit from such tax and there is justification for the petitioner feeling that the city should bear its own burdens without taxing all the land within the six mile square corp orated limits it is true that if they insist on withdrawing no protest from the city or its other citizens will avail anything it is equally true howver ever that if those who are now petitioning for segregation succeed then it is logical to assume and only fair that all other land within the corporate limits but without the platted limits of the city shall withdraw only a realization of the inevitable results and a keen interest in the cites well fare will prevent such action by all land owners assuming that they all withdraw then one of two things will happen either the cites revenue which is now all to meagre will be cut in two or else the assessment valuation of the city property will have to be doubled either we shall have to get along with one half the money it is now taking to conduct the affairs of the city a thing which is next to impossible or else the citizens whose house and lot is now assessed at 1000 will have to be assessed for the same property at 2000 to provide sufficient revenue to conduct the cites business when the assessed valuation is doubled it means that the owner will not only have to pay double the city tax tint but double the school tax double the state tax and double the county tax if it were possible to increase the mill levy for certain city purposes then the problem would be different but because certain levies notably that for the general fund is now up to the limit allowed by law there can be no relief in that direction the only possibility then it if the property subject to a city tax is reduced by a withdraw with drawl of the farm lands is to increase the valuation of that remaining ma ining to the person who has no property within the platted city limits the withdrawal of the farm land will effect a saving in taxes but to the community as a whole and to the man who has both city property and farm land the exemption of farm land from city taxes and the feces eardly increased assessed valuation of city property can only result in the payment of more taxes without corresponding benefits because the increased taxes will go to the state and the county |
