Show Rossi rezone O.Kd by planners f The Park City Planning t Commission voted 4-2 last Wednesday to rezone the upper edge of Rossi Hill from Historic Residential (HR-1) to another zone as yet (unnamed. The dissenting votes at the June 22 meeting came from Commissioners Dean Berrett and Steve Deckert. The change applied to city blocks 59, 60 and 61 or McHenry Avenue, the highest road on the west side of Rossi Hill. Supporters cited heavy neighborhood sentiment for preserving the area's character against development pressure. Doubters wondered if the new classification would lead to checkerboard zoning and confusion in the city's streets planning. Commissioner Carol Cal-der Cal-der asked what the new name for the zone would be. She also wondered if the action was spot zoning. Replied City Planner Bill Ligety, "I am sure beyond any doubt it is not. This covers a number of properties." proper-ties." Rossi Hill resident Charlie Wintzer said this was the first time a neighborhood was so united in favor of a downzoning. Owner Paul Kalkbrenner said, "I don't know that I'm opposed. But if you start doing zones all over with no overall picture, you could really botch it up." Commission Chairman Cal Cowher said the panel would recommend a similar change in other parts of Old Town if it fit the area. The rezoning now goes to the City Council for approval. |
