Show t f t Mayors Mayor's Report By MORRIS BUSINESS AND FINANCE Work on the 70 1969 budget is progressing at a slower I pace this year SEVERAL problems have made it necessary to consider J. J the finances very carefully Some of the problems result t from state legislation such as the new police retirement act while others are a result of requests for more services by local citizens 1 However the budget will be ready for the public hearing scheduled for June 18 at 8 pm p.m. in the City Hall Official public notices of this public hearing are appearing in the Clipper on June 6 and 13 7 Utility billing is now more nearly on schedule than it has been for the last five months At the time the switch was made from manual billing to computer billing there were changes that caused delays of approximately 30 days Since that time the billing department has had to put forth an extra effort to catch up As of this date billing operations have recovered from within five days of being on schedule It appears that we will be completely on schedule I before the end of June AS A result of the billing delays accounts receivable of all aU city utilities are larger than normal However now that the billing is almost on schedule emphasis will be placed on collections of accounts Delinquent accounts willbe will willbe willbe be processed and collected as rapidly as possible It appears that congress is seriously considering the elimination elimination elimination elim elim- of tax-exempt tax municipal bonds simply because a few rich people are able to buy these bonds and make a nice gain without paying income tax IF THIS TIllS occurs home owners and other local taxpayers will be penalized Higher local taxes will be needed to pay increased interest charges on local bond issues in with the above changes were presented and approved by the city council June 4 During May there were 34 building permits issued Twelve velve of these permits were for single family Camily dwellings the
