Show I i .mi Council Supports Bell Appointment The City Council upheld and supported the selection of Frank Bell as Park City's new Chief of Police during their regular meeting last Thursday afternoon. Bell's selection was questioned last week by unsuccessful City Council candidate Bruce Barcal who claimed in a letter to the Editor of the Record the City Manager did not have the authority to make the selection. At Thursday's meeting. Councilman Bob Wells moved that the City Council confirm the Mayor's confirmation of the City Manager's recommendation that Bell be named Chief. Wells dedicated the motion, which passed unanimously, to Barcal. Barcal's letter claimed the Mayor and City Council had the exclusive right to hire the Chief of Police in Park City and not the City Manager. Wells' motion seemed to confirm the Mayor and Council had ultimately made that decision. Leaky Contract Awarded The City Council has awarded a $14,300 contract to Community Consultants to conduct a leak survey on the . City's water delivery system. The survey will take three months to complete, maybe less depending on weather conditions. Once the project is completed, the City will then systematically begin repairing the detected leaks in order to prevent water loss and increase the efficiency of Park City's water delivery system. Last summer Park City experienced some concern over the water supply and restrictions were placed on watering lawns and gardens. There was some fear at the time Park City's water supply may not be adequate to meet the needs of the growing population. Community Consultants, however, advised the City there was ample supply but suggested water conservation measures be continued and an attempt made to locate and repair any leaks in the water system. Through monitoring water flows, Community Consultants, detected an unusually high water consumption rate in old town which could indicate a significant leak in the area. Community Consultants will focus their attention in old town first once the leak detection study gets underway. New Finance Director Hired Jon Nelson, an auditor and licensed CPA from Vernal, Utah, has been named Park City's new Director of Finance. Nelson, who is in his mid thirties, is scheduled to begin work Monday. He replaces Ric Jentzsch who resigned the City's chief financial post last month. According to City Manager Arlene Loble, Nelson has experience with municipal audits which he gained as an employee of the state of Utah and is also familiar with computerized financial applications. Nelson's salary is $30,000 annually. |
