STATE SEEKS REPORT ON DISCARDED OIL The Division of Oil, Gas, and Mining, Utah State Department of Natural Resources, has requested reque-sted all private or public facilities and companies which generate at least 500 gallons of used oil a year to contact Thalia Busby, the Division's Oil Reclamation Specialist. Spe-cialist. The reason is that the division is concerned that all appropriate parties understand and comply with the new Utah, law which limits the discarding of used oil. SB267, passed at the last legislative session, requires that "No establishment. ..shall dispose dis-pose or discard any used oil in any quantity after July 1, 1977, other than through a used oil dealer or rerefiner or by any other. method permitted by the division." The act defines establishment as "every automobile service station, boat marina, industrial operation, airport.-trucking terminal, term-inal, or state or local government facility which generates at least 500 gallons of used oil annually. DEADLINE NEARS UNDER STATE "MINED LAND RECLAMATION ACT" The Utah Division of Oil, Gas, and Mining, herewith gives notice to Utah's mining operators that the deadline for filing reclamation plans rin accordance wih the "1975 Mined Land Reclamation Act", Section 40-8, Utah Code Annotated, 1953 as amended, is July 1, 1977. All existing mines in the State which plan to continue operations after July, 1977, are required to submit to the Division of Oil, Gas, and Mining, a plan. outlining what reclamation steps will be undertaken under-taken during and after mineral extraction. The basic forms for filing are available from the Division's Salt Lake City office. Reclamation will generally have the objectives of providing for subsequent use of the land affected, preventing hydrologic and ecologic degradation, and abating mining related hazards to the State's public safety and welfare. All classes of ownership of mines are affected by the Law. The State's only reclamation law provides that new mines have plans filed and approved by the Division before work commences. All approved mining and reclamation reclama-tion plans require that a surety, to cover the cost of reclamation, be posted by the operator. Exploration work, which is related to minerals development, is a special case, and a streamlined procedure for notice to the Division has been provided covering exploration activities; however, these activities must be reported and some degree of responsibility assumed by the operators. Those not complying with the Reclamation Law leaves themselves them-selves subject to a fine for each violation as provided for in Section 40-8-5(5), and 40-8-9(3), Utah Code Annotated, 1953.
