I in their concentration on en productive work The social side of the conferences has been definitely secondary to the serious serious seri sari ous purpose of ot the meetings 1 believe the National Governors Governor's I I Conference could learn something from the western group croup in this d. d Highlights Here are some of ot the highlights that emerged from last weeks week's meetings In iu Colorado Springs The problem of Interstate In ln In all of our OUI Western States except California there is a s. real problem in dealing with women prisoners defective detective delinquents delinquents de der sexual psychopaths and other special groups who are disruptive die dis I influences when placed In our state prisons The smaller I states stales cannot afford to construct and ana maintain separate Institutions Institutions for each of these problem groups but it may be possible to one specialized Institution institution tion In each of several states and operate on a cooperative basis I realize there are many s in suca a PIO- PIO biam bram ram but the discussions at Colo Color I dOU Springs opened the way nay to toI toi tod d i full study of ot the situation which I be highly lIeu Ilal to w a. a i-c i t v la rt Lalawe lula tal II U we I. I adequate sup sup- 10 pot t to maintain a healthy domestic domes tic lc as essential I to national security I The National Guard Guald The Pentagon Pentagon Pen- Pen I tagon plan to reduce the strength lot 01 tue tile National Guard would at- at lect sect every state and many communities com corn within each state as asi asi i j well as weakening our national defense I introduced a resolution I was unanimously L y y the Vs n Governors at the very ery beginning of the conference urging that the present unit and ana numerical strength of ot the Guard be preserve preserved preserve The resolution was I I immediately I sent to Washington where hearings were eie in process I 1 I on un this vital vita subject I The highway program The l Western Governors urged that ithe I Ithe the original schedule for the Interstate Interstate Interstate In In- so-called so Superhighway Program which would bring it to completion in another thirteen j years ears be maintained and that there be no reduction in construction construction tion standards Any other othel pro pro- program program gram ram would be both sighted short and costly and would give us a highway system that would be outmoded before it was ed Colorado River Project I I During the Western Governors Governors' meeting the Governors of ot the four tour Upper Colorado River Basin States took tool the opportunity of or being together to hold a number of meetings of their own to discuss discuss discuss dis dis- cuss the Colorado River Storage Project The meetings reaffirmed the complete solidarity of ot the four states on the subject of ot this I vital Ital program We called Senator Watkins Walking by telephone and received received ed a full tull report of ot his hla discussions with the President and all of at the Governors agreed to contact their states states' Congressional Delegations to lo assure anure a state tour united front In Washington In the effort to obtain approval for tor an accelerated accelerated orated program this year This would be effective ve in the national problem of ot rising unemployment unemployment un un- un employment as well as providing the most mott efficient and economical t program for completing ting the Colorado Colorado Colo Color rado Ricer RiTer Storage Project Itself |
