J Bracken Lees Lee's biennial biennial bi state of the State message has been delivered to the Utah Legislature Legisla Legisla- i tore ture the big question Is How much of f I it will wil be enacted Into law w I Th There Thero re Is 18 little doubt that part of the I governors governor's legislative program will findt's find its it's way Into the statutes There is J Ji t tas tas I I as as' little doubt that some sonie of It will be he e dropped by the wayside I The governors governor's basic promise w Wt a I i simple Either he said the state cuts down on services particularly to schools 1 I or the property tax goes up Actually the answer Is not that simple I ISome Some services can be cut down That Thatis is la pretty well agreed by those who have haveR havea R ft a habit of looking at things realistic realistic- ally But you cannot refuse to give the trie best o of e existing ising services e eto L to school c c chil chil- i I I i oxen dren just because Because their numbers are me I Increasing Neither can the state go on using property tax or the the threat of hikes In property tax as a revenue cure There must be other sources s of revenue rev rev- Some Of bf them have already been suggested to the L Legislature Many of them are somewhat unrealistic Some have no chance han o of passing I Among the suggestions none of these e Incidentally come from Governor Le Le i 1 are a higher Income tax rate on higher Income bracket taxpayers a a one per cente cent hike e In corporation fr franchise taxes and an Increase In the states state's one per cef mine occupation tax Perhaps the answer answer lies In lD the intimation intimation In Intimation in- in o of the gov governor that maybe a little decrease In services can be linked I t I with a little Increase in taxes as a method of s solving the fiscal problem Certainly the legislators h have ve some methods which will help without hurtIng hurting hurting hurt hurt- ing anyone too much All the tax studies made In the past year have pointed out some acme Inequities that one sound Income tax law c could Uld solve without solve without any In Increase increase lD- lD crease crease In lD taxes but with considerable more revenue to the state II Also Inclusion of such things as uranium oil and gas under the mine I occupation tax will bring more money Without cutting into the pockets o of the already heavily burdened taxpayers payers I I I But these sources are not enough There will have to b be some som cl clear thi think thinking thick thick- I i l ing on monetary matters mattera some some hold the line attitudes on unnecessary i x- x and some some real careful ju J i ment jon on n what spending is i y Certainly the 1955 legislators cannot easily afford to add too many n new expense ex expense expense ex- ex pense burdens on the state It seems likely the state will abandon abandon its it's program of state aid for emergency school buildings But the program need not lot come come entirely to a stop No one including the governor Is advocating taking away some extra taxing power given districts to help raise funds Also a new building code setting up some realistic standards will not hurt j This Is the session when it looks like some real progress will wUl be made on legislative reapportionment The legislators legisla- legisla I tors rs all are aware o of the problem So is I the he public And most of them seem I inclined to go along with a moderate approach to the problem Already the legislature has Indicated its it's support o of the Upper Colorado project project pro- pro one o of the items called for by the governor His idea dea o of splitting the sales tax revenue surplus revenue surplus between schools and the building fund is getting favorable com com- i I I I I I I I i 1 I ment The general condition o of government government government govern govern- ment barring any new spending I splurges splurges splurges-is is not too bad Admit Admittedly the 1955 Legislature faces II some soma tough problems And the governors governor's governors governor's gover gover- nors nor's program will not supply all the an answers But lt there are some hopeful signs In Inthe inthe the first 10 30 days of session The legislators legislators legis- legis I are aware of or the problems And Arid they all seem seen seem Inclined to do their to come up up with some sort o of an answer I |
