university of utah are on view in the appropriation pria tion made tor for that institution it jumped from in 1933 35 tol to for 1935 37 it was the largest institutional increase mad the utah state fair received an appropriation of i evidence that there will be a state fair held in salt lake city in 1935 the last appropriation was vas for but hence no big show some seLia senators tors objected vigorously to proposed sunday sessions they said they preferred working overtime friary and saturday to laboring on the sabbath day their objections reversed an earlier vote tor for a sunday morning session voted down on an original motion of professed unemployed they were content to committee to voice their demands and to orate at length and unrestricted the so called trucking bills efforts to replace the musser law have created much heated argument I 1 in arx the senate of late with the result still to be reached as the last week opened monday the senate turned thumbs down on passing house bills providing for an investigation of secretary of state welling the house was not expected to proceed after the senatorial rebuff some 80 odd lawmakers will viii be mighty glad to tiek tick for home this week end it has been a long grind for many of them the much heralded farm labor school teacher bloc had apparently encountered rough going with the teachers sitting in the rumble seat as the ship of state represented by the legislative flivver neared its final destination whatever the rough going may be or what may have caused the bad roads Is a matter of conjecture but to the teachers it ape pared as though all the legislative breaks were in favor of their brothers and sisters in the coalition they envisioned the final score core Is on the lawmaking scoreboard as plenty tor for farm and labor with ith a zero chalked up lor for themselves the agriculturists and have won practically every point contended for since the session opened that Is they have won in the lower house the senate senis sellis Is s another story but the teachers they have yet to have a single one of their favored measures acted upon the teachers pension bill Is now near the bottom of a mile long house calendar where I 1 it t reposes as supposedly class legislation Islat isolation lon the same untoward fate has been the lot of H B providing for establishment of the utah state teachers retirement ti and disability benefit association it too has been listed as class legislation by the house sitting sifting committee another teachers bill that securing tenure for them in their positions is yet to be heard from on the other hand the lower branch has approved approximately ten bills each for the farmers and labor other labor measures are well up on the house bouse calendar farm legislation appears to be fairly well cleaned up in the house but has still a hard row to hoe in the senate the same applies to labor bills in the upp upper r house teachers with a net income of 1000 will pay a tax of 4 under the new income tax tai measure as against 1 under the present law present exemptions of 1000 for a single person 2000 tor for a married person and for each dependent are reduced to 1200 and respectively the new rates are graduated from 1 per cent on the first 1000 I 1 lot of taxable income to 5 per cent on the fifth 1000 and all income in excess of ct that amount I 1 president herbert B maw of the senate I 1 I 1 helped to make possible the new income tax law by ruling that the conference committee which agreed to eliminate property tax offsets raise rates and reduce exemptions had acted within its rights by raking raising rates and lowering exemptions empt ions he was sustained on his ruling I 1 in ta the ie senate by a narrow margin of two I 1 votes otes 0 utah submitted saturday are enacted into law the total appropriation exceeds by the suggested budget of governor blood under his bond r refunding plant but despite the increase the joint house and senate appropriations committee followed the chief executives suggestions gest ions generally A few minor changes were made and several new ite items ms added the committees budget Is greater than the general fund appropriations for the 1933 35 biennium blenn lum the increase Is due to many departments and institutions receiving greater allocation of funds than for the two years ending J june it n e 30 1935 the new budget Is based on estimated revenue of 50 which includes estimated general fund revenue in funds released to the state by the governors refunding program from raised inheritance taxes axes from increased insurance premium taxes and from general und fund rentals in the road commission and fish and game special funds expected liquor law revenues and transfers of funds from sales tax surplus to the general fund were also taken into consideration substantial increases over the 1933 35 appropriations were made state capitol maintenance attorney for the agricultural depart department departie me tit general board of sup plies piles and purchase industrial commission state engineer and district courts institutions bone fitting by the increases were the university of utah utah state agricultural college and B A C weber dixie and snow junior colleges utah state hospital utah state prison and state industrial school legislators began earning their 4 per them diem ened in truly arduous fashion during the fag end of last week when allday all day and part o ot f the night sessions were just held to show what really could b be s accomplished in the way of lawmaking law making when they settled down to bu business S iness in deadly earnest the senators and representatives alone disposed of senta tives on saturday 36 measures despite lengthy arguments and debates anent the direct primary and trucking bills the we week ek was productive of house and senate passed measures many more than were passed during the entire seven weeks preceding sessions beginning at 9 day and night a m were to be in order from monday until the close officially set tor for thursday but in all likelihood t the he session will continue until saturday with the sixtieth and fast bast day extended by the time honored method of stopping the clock thursday night |
