as seen from here what follows an abstract ac t of national opinion on the economic c 8 situation ch calelly lelly but touching the political situation as expressed by more than 1800 representative business men in confidential letters to W RI kiplinger one of the best posted sources ot of information at the capital the tone of 0 the letters Is generally constructive there Is an alo absence sence of the hopelessness and all gone feeling of two months ago and the conclusions drawn from them are these sentiment and confidence have improved in the past few weeks in spite of the act that vey clell definite nite signs of business improvement appear credit generally la Is not much easier but there are confident conr dent expectations that it soon will be easier recent government moves to bolster business are regarded hopefully without any barong belief that political measures alone will lil help business the writers of these letters largely agree that president hoovers standing with the public Is slightly better will his chance of reelection election re improving but still questionable local relief relict situations are satisfactory in most communities but alarming in a few big cities chere here relief fund crises are expected in and federal aid lor for this situation Is d cl seed ked but state aid Is expected in the T st spots there is general criticism ot of li ay iy governmental ern mental expenditures and a demand tor for economy even those who profess dry sympathies report that prohibition anti sentiment Is growing everywhere the general expectation as to business la IS that there thera will be no permanent ant general recovery until tall fall when the new crops come in though there will be improvement pro in spots before then and nothing orso oiso than has already been experienced perien ced the most hopeful factor reported Is the declaration by henry ford that he will shortly be running to on a new car merchants stocks are greatly everywhere and the decks cleared rapid action whenever the public changes and people begin to buy again the opinion Is general that the and upper classes could spend more and cause a big improvement it they did so 60 these people ere are in a position to change suddenly and may do so the wage earners and lower economic groups are aga against ast it however and no in inci clease ease is expected in their purchasing power tor for a year or two unemployment has diminished in a lew few localities but there Is not much improvement in the nation as a whole there Is general agreement that the farmers are the heaviest sufferers of any single class in the matter ot of diminished purchasing power although actual want and privation are less leas in the farming fanning districts 1 1 than that la in the cities many b believe e lieve that permanent improvement must await better prices for farm products which are so low as to be shocking retail prices however continue too high in the judgment of most ot of the reporters much criticism ot of the banks Is expressed there are too many small banks and they have placed too much reliance on investment advice from large city banks there has been too much competition among banks for business causing lax banking methods and failures so these reports run but they do not generally expect a solution ot of business troubles mainly through the credit route many borrowers admit that they have had too much credit in the past the expectation pec tation however that the banks will soon be able to relax their credit tightness will create a better feeling and make business less hazardous almost all agree politically even democrats concede that there Is an improvement in mr hoovers position it Is recognized that he be has rece received 1 ved more than his share ot of criticism and now there Is a reaction beginning his recent appointments ot of daes mellon mills and cardozo are commented upon favorably but even his ardent friends do not give him a at t this time better than a 50 50 chance tor for re elec tion in the east hoover sentiment is dominant and on the pacific coast it sf x ms very strong while the mississippi valley from ohio to the Is generally sour on hoover the democratic candidates tor for the presidential nomination most generally mentioned by the 1600 1800 business men are in this order baker roosevelt garner smith that Is as
