Show F 9 M fia 1 E L 04 washington D C april there Is increasing encouragement for the belief that before this session of congress adjourns there will be an actual material reduction in the expenses of the federal government whether it will be ba precisely along the lines proposed by the president or whether his political opponents in congress will succeed in putting over some other method of economy for which t they hey can claim party credit Is still un certain it will make very little difference to the average taxpayers taxpayer who gets the political credit tor for reducing expenses the one sure thing Is that every member ber of both houses la is being literally deluged with letters and telegrams from constituents demanding radical economies in government expenditures under the pres presidents dents program instead of 0 a horizontal cut in government salar les lea and wages he would keep all the present employees on the payroll but those on annual salaries would be lequir I 1 ed to take a mouth month os off in the year without pay and those on dally daily wages would be ba given five days work a week instead of 0 six that Is tn in line with the white house policy announced at the beginning of the depression that there should be ba no reduction in wages I 1 congress has not as yet acted finally upon any of the appropriation bills and until the last vote Is counted it Is too early to predict with accuracy what Is going to happen but there Is app apparently a bently a very decided sentiment in fa favor v or of giving the president authority to consolidate r oli date bureaus and to cut off the tree free services which are now being rendered to individuals at public expense 1 in t the h e the department p artmont of commerce tor for ex example alip 1 e thousands 0 hsands of specific inquiries are received every day from business men wanting information about business conditions dit ions lons costs and sources of raw materials commodity prices in different parts of the world etc etc also thousands of industrial concerns every year send specimens I 1 mens a of materials to the bureau of stands standards ads tor for testing 9 and call upon its technical experts tor for a wide variety of tree free services the proposal Is to charge for or such services according to their cost which appeals to business men generally but which some politicians think might lose losa them a few votes president hoover said soon after taking office that one of the troubles with the country was too much government by emotion it Is as true of one party as of the other that a large proportion of the legislation enacted on capitol hill I 1 in the past has been solely tor for the purpose of catching votes and not tor for the real interests of the nation this year there Is going to be less of that although some of it will be manifested when the proposal to pay oft off veterans war service certificates immediately in cash comes up probably much more the than a malor ltv of senators and represent t a ties ali cs will vote tor for this because they i think it will please the veterans veteran but silou ty they will vote lor for it with the cc certainty pat that it will nill be vetoed by the president I 1 land and that it cannot muster the tv 0 til ards majority in both houses to b be re passed be d a 0 over ver the presidential veto that t Is r th the way y politics Is played on capitol hill the political sensation of the week Is tile ilie widespread interest in al smiths open break with frank roosevelt it pleases the republicans as another evl evi deuce ot of ft a breach in the ranks of the democratic leadership and tt it pleases the antl roosevelt democrats as an inalea tion alon that there la is a good chance of nominating somebody else though nobody as yet expresses much confidence in the idea that smith himself will again be the party nominee ex governor smith took the view in ini his jefferson day speech that this is no time to talk cheap demagogic politics he made it clear that there Is no way to put the wage worker back on hla bla lob job it if those who pay the wages are going to be put out of business by excessive or ill advised taxation in other words mr smith exhibited his belief in the fundamental democratic principle principal pl e 0 of 1 e equality qua 1 aty which in theory makes x no 1 0 d distinction t in t between rich and poor and does doea not legislate against one class for the benefit of another perhaps the most far reaching effect of mr smiths jefferson day speech however Is his bis very frank statement might lust just as well give up the idea that we are going to collect any more on account of war debts from europe hundreds of political leaders reached that conclusion long ago but none in a aj s position to be heard board so widely has dar dared e d to voice it now that mr smith has sald said i it right out in meeting it to Is surprising I 1 how much agreement la Is being expressed 1 with that belief it would be hard bard to find anybody in washington today who seriously thinks we w shall ever get any more paiement pai ment money from the other side bide in payment of what the nations of europe borrowed from us for war purposes an A to mr smiths suggestion that we give foreign nations credit on their war debts tor for a percentage of their annual purchases of our commodities there Is less agreement but there Is a growing sentiment in favor of the idea not original with him of a large new issue of govera government acerit bonds to be used tor for public works in order to put more money speedily into circulation and provide more work for the jobless I 1 washington Is using a new word to express this idea of increasing currency I 1 we have been going through a process of currency deflation but nobody likes the word inflation so some bright mind coined the word and it Is on the cards that something will he be done to insure a larger volume of currency by one means or another As to the tax bill a as andrew H brown frequently re maiks aint it a mess |
