business courses and professional courses 4 official data submitted to the senate banking committee by th 3 federal board shows that during the past year the federal reserve system has almost doubled its loans on agricultural paper the data was submitted in person by governor harding of the federal deerve board he shows that ion term loans on agricultural and live stock stack paper were on june SO 30 1920 and had increased to on june 30 of this thia year la in the chicago district there was an increase ot of almost per cent on this doss closs ot of paper 00 the efforts of the harding administration to afford prompt and sufficient relief to ahw th live stock industry met with success in the completion by private bankers of the 50 50 pool to be b used in longtime long time loans for live stock interests the pool Is in actual operation the head offices are located in chicago and are in charge of practical live stock men and bankers the method of operation Is very simple no direct loans will be made by the pool as it does not wish to use any of the funds to set up machinery for investigating the applications the loans are made through local banks and cattle loan companies panl the be pool furnishing the funds and the local bankers guaranteeing the loans loans will be made upon recommendation of local banks on stockers feeders and breeding breedin g cattle paper will be made payable in six months from date but subject to three renewals of six months each I 1 which will be giving the live stock w industry it a two year credit this method of relieving the live stock industry was aas preferred by the tb administration to legislation by congress first because it could be put into operation more quickly than any machinery set up by congress lonal act second because it relieved the governing go government vernin ent from increasing its burdens which must in the long run be charged up to and paid by the taxpayer thomas F p ryan well known notional national and through h its system of direct taxation has become a partner of 0 every individual firm and corpor corporation stion having a taxable income it is increasingly important that every safeguard shall surround federal expenditures it will not do to say that because the government has the power to do so it shall therefore take a constantly increasing share of the citizens income while the citizen transfer such equipment and supplies as are not immediately needed by the war department part ment to the federal board for vocational education to be used by that board in the rehabilitation of disabled ex service men in the opinion of harry L fidler acting director of the federal board tor for vocational cat at ional education this order will not only tremendously facilitate the work of the board but will result in a saving to the government of it was brought out in testimony before the senate committee holding hearings on the sweet bill that the aop vocational at ional education board had repeatedly requested president wilson for an order similar to tho the order just issued by director dowes but that the requests were ignored and because of that fact the board was severely handicapped 9 4 0 0 secretary weeks announces that since march 1 1921 1911 the force ot of civilians employed by the war department part parti ment nent in the district of columbia C and outside aggregating persons has been reduced by making an estimated anguil saving of of the total number of employees A M march a r ch 1 I last las t were employed in the district of columbia and 1 were employed outside ide the number employed in washington had been re deuced by july to a reduction of 2247 the number of 0 employees outside of washington was reduced to a reduction ot of a total
