thirds of all members thereof concurring therein Sect section lon L 1 the following proposition to amend the constitution of the state N of utah Is hereby submitted to the qualified electors of the state for their approval or disapproval namely that section 3 article XIII of the constitution of the state of utah as amended november 6 and section 12 of said article XIII be and tho the same are hereby amended to read as follows section 3 the legislature shall provide by law a uniform and equal rate of assessment and taxation on all P property in the state according to its value in money and ebah chall prescribe b by general law such regulations as shall secure a just valuation for taxation of all property so that every person and corporation shall pay a tax in proportion to the value of biz big her ber or its pro property porty provided that a deduction of debits from credits may be authorized provided 1 further that the property 0 ol 01 the ie united states of the state counties cities towns school districts municipal cor portions lons ons and public libraries lots with the buildings thereon used itsek exclusively for either religious worship or charitable purposes and places of burial not held or used for private or corporate be benefit neilt shall bo be exempt from taxation ditches canals reservoirs pipes and flumes blumes owned and used by individuals or corporations for irrigating lands owned by such individuals or corporations or the individual members thereof shall not bo be separately taxed as long as they shall be owned and used exclusively for such purpose provided further that mortgages upon both real and personal property shall be exempt from taxation provided further that the taxes of the indigent poor may be remitted or abated at such time and in such manner as may be provided by law 12 stamp income license franchise or mortgage tax permissible nothing in this constitution shall be construed to prevent the legislature from providing a ux or a maintenance DE BE IT ENACTED BY THE legislature OF THE STATE OF UTAH see sec I 1 the following proposition to amend the constitution of the state slate of utah Is hereby submitted to tho the qualified electors of the state of utah for their approval or disapproval namely that section 2 article 10 of the constitution of the state of utah bo be amended to read as follows the public school system shall include kindergarten schools common commo n schools consisting of primary and grammar grades high schools cb an agricultural ri college a university and such other schools as Legislature the may establish the common sch schools shall be free the other lether departments of tho the system shall be supported as provided by law provided that high schools may bo be maintained treo free a la in all cities of the first and second class now constituting school districts and in such other cities and districts as may be designated by the legislature but where the proportion of school monies apportioned ionea or accruing to any city or district shall not be sufficient to maintain all the free schools in such auch city or district the hi high gh schools shall be supported by local taxation provided that when any cues cities or districts shall establish high schools the legislature may authorize the use of state school funds to assist in supporting such schools said funds being apportioned to the cities or districts concerned by the state board of education section 2 the tha secretary of state Is hereby ordered to cause this proposition to be published in at least one newspaper in every counte of the state where a newspaper is published for two mouths months immediately preceding the next general election section 3 this proposition shall be submitted to the
