Show sensational MESSAGE BY THE MAYOR A 5 cit treasurer moyes and councilman cross placed upon the rack the mayor condemns the two for giving false statements for newspaper interviews and shows that the reduction of the HI debt was more last year than was stated in his annual message following is the message sent by mayor glasmann to the council last evening concerning the question of reducing the public debt of the city the message has been referred to a committee consisting of councilmen cross carr and powers the message is as follows to alic president and members of the city council ogden utah gentlemen one month ago I 1 sent to your honorable body my message in which I 1 stated that tho floating debt of the city had been reduced the sum of during the past year at that time the auditors biad nofa been completed but I 1 believed tha athe were presented to me were true and correct but since going over the auditors annual report is now complete 1 find I 1 have made an error of ocr which however is in my favor namely that the reduction of the floating debt of last year instead of being is actually the requires the auditors annual report shall be published in full which has not been done and the failure of publishing the auditors annual report has caused many people to doubt the correctness of the statement mado in my message that there had been a saving of during last year and I 1 now request that your honorable body authorize the publication of the annual report in order that every citizen of ogden may satisfy himself that not only has this administration reduced the public debt durin glast year but that the actual reduction of the public debt was the items in the auditors report are so plain that even a school child can figure the matter out for himself in addition to the statement in the auditors annual report it should not be forgotten that there was a water judgment of bearing 8 per cent interest and that there was 2400 interest due oh worth of city warrants outstanding oms year ago neither of these waa reported in the last annual of the auditor jf the last administration both of these ikemi have been paid and that part of the public debt has also been wiped out in what is shown in alic auditors report and by adding these two items it wildlife wil life ficen that the public debt has been as stated by tho mayor the auditors report this year fail ho show about interest due I 1 would respectfully aak athali V be authorized by the council i the figure in my first annual menage in accordance with the that the saving more than ws stated by me A in connection matter I 1 hii to call jhc thc council detention that on feb whiled vas absent from city an article waa published in a salt lake paper headed saving mayor in which article it was pointed out eliat there had not been a cent of reduction of the public debt of ogden city notwithstanding that the mayor of ogden city claims to have reduced tho public this article closes by giving K A moye city treasurer of ogden as the authority for such statement and that ho would vouch for the fact that there had cent of saving in the cites affairs during the paster and that all the mayor claimed as 0 saving could be accounted for by the tact that had been out odthe siang funa nil of the taxes for the year 1902 had been collected by the treasurer and that these two items enabled the present city administration to pay oft p portion of the public debt but that it was done with money that would have to bo replaced during the year I 1 have personally called upon the treasurer and asked him if he was authority for such statement he would not give a direct answer but said that he had made a statement in tho county treasurers treasur ers office from bieh such conclusions clu might be drawl but admitted that ali drawn from his statement were false and that he never made the statement ahat the savings for list year were not as stated by the mayor on looking up the record I 1 find that tho in alio sinking fund was not used to pay off city warrants with until this year as tho ordinance authorizing tho use of the sinking fund for that purpose was not passed until january 13 1902 and if ane sinking fund was used for the purpose of the payment of the warrants previous 0 o that date the treasurer has done an illegal act and would be subject to impeachment and removal from therefore it is very doubtful if the treasurer has made lucli a statement second ore inspecting the county treasurers treasur ers records I 1 find eliat there was more money duo the city on january ast 1st this year for taxes for the year 1002 than there was due the city on january 1 1002 for the year 1001 showing plainly ithac the statement that all the taxes for last year biad been collected before tho first of this year is also untrue that taking into consideration every available fact which would effect the financial standing of this city alic statements made by the mayor in his annual message were substantially correct only he did not have tho complete figures and therefore made alio showing odthe city s saving for last year over less than it really wan it is my impression that the city ano was bitterly opposed to the city ls sinking fund as the treasurer had charge of this fund felt angered at the fact that alie city council authorized thia money to be used to pay off ta outstanding warrants and made statements in ins angry moments that lie could not prove or substantiate tho mayor of the city repeatedly recommended to the council to abolish the sinking fund and thus force the filya money to be used to pay off its honest debts and it was not done with a view of injuring the city treasurers treasur ers feelings but was done by me as a bushness prop option and I 1 regret that the treasurer had to resort to false and untruthful statements in order to belittle the present city administrations magnificent record of last year I 1 desire to call the attention of the city council to the made by councilman cross aa in the aalt lake herald i few daya since namely the herald said councilman cros cro s made the statement that there had not been a saving of one cent in conducting the affairs of ogden city for last year I 1 have verified the statement that the herald reporter quoted councilman cross correctly as the councilman made the statement inthe in the ogden city street car going north after the close of the council meeting one week ago tonight it seema councilman cross h offended because the mayor in making a comparison between the fire department part ment of the year 1901 and the year 1002 garc hie exacts figures of the cost of tho fire department for tho year 1001 w aich showed it to be over and it appears that councilman I 1 cross was one of the firo for that year and the expenditures for last year prove to be only Hs that mr cross thought this was an intentional reflection upon hia management of the fro department for the year previous the mayor is not to blame for what previous administrations ti d or what the cost of anro was or what M shon by the auditors annual report I 1 did duty as I 1 saw it and I 1 moat protest against a of lion giving untruthful anil false interviews 0 o sail lako papera anil iliah to go on record both officially publicly and pr as condemning tho methods the city treasurer and counsilman cross in their efforts to belittle the present city council and mayor by making fale untrue malicious and concerning the present city administration in connection with this matter I 1 submit herewith 0 comparative statement of the total expenses of the years and 1001 showing the total cost of and account city giving the decrease and increase continued on pago 7 sensational SENSA
