column in this issue councilman cross stated that about two thirds of the message seems to bo directed to him he mid that it is a knon fact that which wa charged to the anro department in 1901 should hao ha o been by rights filled to the legal department and that beally there is only a saving of ith last year ho said thai lie thinks that mr glasmann is a rood kayort sincere and dionest and that he is trying to do what is the best for the city but in making this comparative statement he had left the impression which had gone out that there had been some misappropriation of the funds of the alre department by the former fire committee when in reality the legal expenses of the city had been charged up to the wrong funds councilman powers said thai he was a member of the former firo committee but he would not say anything on that matter as he thought that councilman cross had buhy covered it but he did want to call attention to the fact that there was a epidemic in 1900 and 1901 and tho expense in purchasing ft medical attendance and other necessary expenses necessarily ran the expenditures up to a largo sum councilman nyc that lie thought too much biad already been said on the matter lie said that he did not think that any one member wanted to take nl the credit of the showing it ii simply a comparative statement of the two years but he said that it looks strange that a showing of is charged up to the nrc department that should bo charged n to the legal department of course there is a mistake but that h not the fault of the present administration i cilman chambers explained that the mayors message itself called attention to the fact that there must be an error and the amount should be credited to the legal department this administration saved the money in evary department part ment and has a y right ta mako a comparativo statement shoving that fact councilman aye moved thai a committee of three be appointed to investigate the matter and report on the same counslman Cou moved to amend by making the committee the three of the old council this carried and councilmen cross carr and powers were appointed U this point councilman cross stated that he is looking for no cheap notoriety and that he would withdraw hia part if there would be nothing published councilman paine said that ie did not see what this council had to do with it the mayor had obtained his figures from the auditors books and the books were there open to the examination of any one they could not be changed by a committee councilman statch that the mayors statement was correct to a cent as from the auditors books has een the books and the mayor is in the right he thought the fairest way was to let the committee which had alao belonged to the former council examine the books and sec for themselves the committee on taws that no action be taken in regard to a home telephone franchise ordinance and said this report was made at the of the company adopted the committee on fire the purchase of a set of wheels and an axle for a hoe cart at a cost of au the committee on streets recommended that the sidewalks on first and second streets in the neighborhood ot adams avenue be graveled at the expense of alie residents adopted the committee on public buildings and grounds reported that the banks on each faide of the drain ditch east of the city cemetery are perpendicular and in a very unsafe condition some of the banks being nine feet above the pipe line your committee allowed this to remain on account of the frost in the ground and would cost ogdan cay tour times alic amount to reduce the bank then to what it will now we therefore recommend that your committee be authorized to cut anese banks down to a eloping condition so they will lie safe to the traveling public adopted reports were received from treasurer moves the pound keeper and filed the petitions for draining washington avenue and childe ave nuo were referred to tho street committee A petition of george II 11 butler to be appointed to the position of patrolman was referred to the talice committee A resolution by councilman lender achot declaring eliat the position of dog tax
