given to the county attorney for tor realization finalization before the commIssioners commissioners commissioners commis commIs- actually sign it THIS PLAN which the commissioners commissioners commissioners com com- missioners have finally settled for tor has quite a history and time changes many well-laid well plans Years ago the county fair was held at Lagoon but was not thought to be satisfactory So arrangements were made with the Davis School District to hold the fair at Davis High lUgh School where buildings were available for tor indoor displays It also adjoined the Posse grounds and there was space available sou south t h of the Posse grounds for exhibiting livestock Use was also made of the baseball baseball baseball base- base ball ball diamonds and tennis courts for tor the county recreation playoffs playoffs playoffs play play- offs during the fair THIS WAS A fairly good site for tor the fair but the facilities were available only on a temporary ary basis and the residents of the area began to complain about the noise and the dust from the rodeos rowde ro- ro rodeos de deos os even though the rodeo grounds were there before many of the residences So the county off officials began looking around for tor another permanent permanent permanent per per- manent location for tor the t f fair lr The big problem to contend with was the costliness ss of ot constructing buildings and other facilities tha might possibly be used for tor less than a week during the entire year IN 1960 A PLAN was adopted for tor development of a county park located in the unincorporated c o r por a t e d area between Far Farmington Farmington Farm Farm- m. m ington and Fruit Heights Included ed in this master plan were plans for tor locating facilities needed forthe for tor forthe the county fair tair They also planned to make year-round year uses of the buildings to be constructed for tor use of the fair Since then at least three things have happened to upset Memorial Memorial Me Me- morial park was too small IT WAS THEN decided that more land would hive have to be ba pur pur- chased But when attempts to purchase the necessary adjoinIng adjoining adjoin adjoin- ing land were made the county found that it was not for tor sale About this time the school district dis dis- was beginning to need more moreland moreland land and the most convenient parcel at that time the county officials were under the impression they could get the extra land thoy needed ad adjoining adjoining ad- ad joining the park THERES THERE'S another factor that should be mentioned Even if It the additional land adjoining the park site were available it is very un- un level with many ravines which would have to be filled tilled in before an anything thing that needs to be a as level as a race track could be built there Of or course this would bevery bevery be bevery very costly So with all these factors in mind the county commissioners began looking for tor a new regard There are several buildings that can be converted into horse stalls livestock livestock live live- stock exhibit buildings and the dance hall halland and are to tobe tobe tobe be made available for other ex exhibits ex ex- hibits These things would be bevery bevery bevery very costly cosily to build but can b be remodeled inexpensively with the use of prisoners and welfare la la- borers All AU this is available to the county on a rental basis for nine years and by then it is hoped that either this site or some other will be designated as a permanent site for the county fair and that the The race racetrack racetrack racetrack track has been located there for years but has not been in use since horse racing was outlawed in Utah many years ago According to to the agreement which the commissioners expect to sign within the next few days the county will wUl pay an annual rent of Davis County will take immediate possession of all the buildings and property and will gain the proceeds from the current current current cur cur- rent crop of es of alfalfa which is planted in the center of the track this year THE BUILDINGS crops and property are actually rent free tree for 1965 because the fair lair wont won't be held there until 1966 with the first rental payment due on Mar 1 1 1966 Lagoon has agreed to share the cost of ot installing a new grandstand grandstand grand grand- stand to seat people This will wilt be located at the finish line of ot th the qu 1 u a art r t e r. r r-m r m i II l e straightaway straight straight- away located near the east end of ot the track Plans are being made for lor portable staging that can be utilized by both Davis County and the Lagoon Corporation throughout through- through out the year not just during the three day fairs fair a s' s PLANS ARE also being made to remodel some of the sheds sheds' now on the site into horse stalls for year-round year rental to horsemen horsemen horse horse- men who have no place to board their horses The track would also be available to them for ex exercising exercising exercising ex- ex their h horses 0 r s e s. s These stalls would rent for tor about 12 per month and would net the county about per month With Nith this income the commissioners commissioners commissioners commis commis- feel they would easily be beable beable beable able to pay the rental fee and pay par for the necessary improvements J at There is also a provision in the agreement stating that the Davis County Fair Board has the option fo to continue to use certain exhibit facilities at the Davis High School until
