awl utah man criticizes criticises the majority for restricting free speech in islands and is answered by sen lodge washington jan 27 when the philippine bariti bill was taken up sir rawlins questioned mr lodge about acts of the philippine commission which acro designed to prevent the discussion of philippine independence in the islands mr lodge said such acts were passed but they were for the purpose of suppressing insurrection that it was desirable that peace should be established before inde of the islands and other questions be discussed sir hawlins ebid acts of the commission were a suppression of freo legislation in the philippines mr lodge eaid that they acted wholly to end the insurrection in the island air reverting to the wheaton incident said he objected to officers criticizing criticising critic ising the senate or the minority of the philippine commission and saying that their action was encouraging the filipinos lie said the army officers naturally wanted the war to continue they were the people who thrived on it mr spooner said there should be no hasty action in the matter of general wheaton who he said was an officer of high reputation the facts should first be ascertained
