consternation reigns on every hand in order to vest his personal prejudice against jones he has destroyed what chalcea the democrats ever had of winning out that is if they ever had any the fight that lias been going on in the democratic party is a fierce and bitter one and will be fought to a finish tien a call was issued for n special meeting of the council last evening surprise was cv int among members of the bouncil oun cil none of them professed to know the reason for the meeting it is understood that in the afternoon the mayor sent for emmett and other democratic members of the council for a consultation but emmett could not attend and the purpose of consultation is not known when alie object of the meeting was revealed a majority of the council were taken completely by surprise while the communication of the mayor virtually stigmatizes stigma jonea as dishonest jones places the mayor in the same category by declaring that the mayor had promised to suppress alie alleged if jones would withdraw brorn tho cil manic ticket this is a sad commentary on the manner in which the mayor watches over the peoples interests there were present at the meeting at roll call brown flygare Fly garc emmett cross parry and powers and jones and carr arrived later me recorder read the call for this meeting winch was for the purpose 0 hearing and acting on a communication from mayor browning which is as follows ogden utah oct 27 1901 mr president and city council gentlemen it has been your pleasure from time to time to appropriate moneys to the mayors contingent fund to be used for charitable and other purposes and it has been my practice to deposit alie amounts in alie bank to the mayors credit to be checked cheeked out as occasion has required acting mayors have handled this account when I 1 have been out of the city during my absence from alie city about july ast 1st last your honorable body appointed councilman george W jones to act as mayor pro tern and appropriated to tho ii contingent fund this money was drawn by him upon warrant no at the bank on auy uth but was not deposited in alie bank to the mayors credia nor disbursed so far as I 1 hare been abla to ascertain after careful inquiry for municipal purposes although the mayor pro acm had access to tho mayors account and had drawn several checks on it both before and after the warrant was cashed exhausting the account and leaving it overdrawn when I 1 returned to tho city I 1 could find no receipts or vouchers in thi i office for the disbursements so asked mr jones if he had bakon any ho replied eliat he had that they were in hia safe at salt lake and that he would turn them over to me and at the same time he informed me he had paid of tho appropriated to mr H II 11 riender son 1 waited several days for him to bring them up but as he did not I 1 went to salt lake and asked him for them when he informed me to the cf feet that ho did not intend to file tho receipts with me and that their absence from the in no way concerned me since receiving the last statement from mr jones 1 have made inquiry of mr and am told by him that mr jonea did not pay him any portion ot the claimed to have been paid to him that he did not give mr jones receipts for any such moneys and that iia knew nothing of the uses they were put to by the mayor pro tern in view of facts I 1 respectfully request that you appoint a from your honorable body to audit all accounts connected with alic mayors of allowing the receipts and disbursements since january ast 1st 1900 in order eliat proper records of disbursements may bo made and alie public funds accounted for yours very respectfully M S BROWNING mayor mr brown said he had heard some rumor that the general tenor of tho mayors communication would be on the matter of finances and in justice to alt and especially mr jones as he was directly concerned in the matter ho amov cd that a committee of three ue appointed to audit the accounts of the mayor and mayor pro acm since january ast 1st mr parry said that in justice to alie people as custodians ot their means he favored alie motion of mr brown and seconded that gent lemans motion the motion carried A motion carried that the chairman appoint the committee mr jonca came in and the communication waa read again for his benefit whereupon he stated that lie would like to go on record as voting aye for tho appointment of this committee mr brown then aard he was willing to withdraw his name from the motion for an auditing committee and allow mr jones to be placed in his stead that hii name might go on record on the matter mr jones then spoke at some length during the course of liis remarks lie said that he had been accused by a judas lie had been told by the mayor that if he would withdraw from the race nothing would be said about the matter he said ho nad done nothing that he was not willing for the public to know and wanted nothing hushed up lie said certain people had been accusing him from the house tops in anis city who were themselves as dishonest aa judas ever was ho further demanded that the auditing committee be appointed and that they audit the accounts of every committee and also mayor brownings accounts from top to bottom the chair then appointed councilmen brown emmett and parry as this com itce mr brown stated that it would be impossible for act on this committee a lie was going out of town fai day to bo gone 10 days the chair then appointed mr carr to fill the vacancy in the committee motion was mado for adjournment mr brown then moved that alie adjournment journ ment be made subject to the call of the committee and moved that they report as soon as possible the council then adjourned |
