suggest itself to their treacherous instincts they do not yet understand the americans and their ideas on that subject it Is but natural they should judge us by the spaniards with whom they have been associated so long said captain harry L wells who arrived in ogden last evening for the purpose of lecturing on the philippines at the grand apera house dec san captain wells was not only an officer through the entire campaign last spring but was the most war correspondent in manila his letters to the new york post containing so much news of the real situation over there that they were copied by papers that had correspondents of their own in manila As to the situation there now captain wells continued the only body of insurgents that have not yet been driven out of the region they occupied at the time the insurrection broke out are those lu cavite province due south of manila these have been almost undisturbed and otis will send a strong force against them it is entirely sate to predict that they will not make a serious defense but will speedily be scattered there is no fight left in the those who are still under arms constitute a small part of the original insurgents and an extremely small portion of the entire population most of the people are anxious for peace and were all the time for that matter they understand the situation a great deal better now than they did and are perfectly willing the americans shall control the government so that they have their personal liberty and are protected from bandits and the murderous vengeance of these who are now the only ones insurrections had always gradually died out as one insurgent band ater another got tired of fighting and that there was never any surrender of bodies of troops or of arms this last feature Is an important one and unless we can succeed in getting leold of the guns the Insurrect oa have there will be sporadic bushwhacking all the time the difficulty of suppressing this kind of outlawry consist in the impossibility of distinguishing the men who engage in it from the peaceable citizens they all look and dress alike they live right among us and still keep up this style of makens night attacks upon our posts captain general adopted the most stringent methods to suppress bushwhacking and succeeded ho made the citizens of each neighborhood responsible for the good conduct of their neighbors this was on the correct theory that the people all know who the insurrect oa are and could inform against them if they would if he was attacked in this way he proceeded to lay waste to the locality where it occurred and to shoot without trial every caught in the bush regardless of whether he had arms in his hands or not if the bushwhacking keeps up after the country has been fully occupied by our troops something of this kind will havo to be done to stop it there is no reason why peaceable citizens should not help to preserve order aal suppress outlawry and if they fall to do so it Is an indication that they are abettors abet tors of the outlaws let our army alm occupy the country and establish good local governments an 1 then if a small faction of disaffected ones continues ty disturb the peace and attack our troops under cover of darkness a proclamation of outlawry should be issued and they should be summarily dealt with wherever found it would not take long to stop
