SOUTH CAROLINA CANNOT I 1 A HER CITIZENS I 1 Waa washington hington nov 17 ja m nie iv tolbert has received answer to hla his telegram asking whether the governor would afford tifford him protection from mob violence in retti taing to his home at mccormick S 0 the governors reply which Is substantially pu published blushed in this mornings papers Is rega regarded crded by tolbert as a practical admission that the governor cannot afford him protection and therefore said paid it is not likely he will jeopardize his life by returning to his home in the present state of feelings up to this t time I 1 me no definite plans with respect to the prosecution of the participants in the riotous proceedings against J W tolbert have been decided upon the tact fact that tolbert Is the assistant postmaster at mccormick and not the postmaster may have an important bearing on the case assistants to tp fourth class postmasters are not recognized by the ls laws ws as officers of the government being appointed and paid bythe postmaster assistant attorney cochrane of the tolbert district has been ordered to washington for conference with the department part ment of justice and with bis me arrival the whole situation will be gone over and a line of action decided upon
