Show rison's fool editorials in his newspaper about Mr. Blaine having bound himself before entering the Cabinet to remain loyal to Mr. Harrison on Mr. Blaine finally became so disgusted that he went to New York and left orders that every, hing that came to the state department was to be kept nutil Mr Harrison's re tUTn- . '., 'And when he does return . said my informant," there will be a mighty interesting inter-esting conversation between Biaine and Harrison that will either result in bringing bring-ing Mr Harrison from his high horse, or in taking Mr Blame out of the Cabinet and making him the republican nominee for the Presidency, in fact it may result in both. Mr. Blaine is not the man to allow his dignity to be trifled with by anybody, and he certainly does not pro-pose pro-pose to stand it from a man of Harrison's Harri-son's calibre. The cry of "British gold" has been used bv thejrepublicanjparty in the past with such good results that ex-Senator Warner Miller proposes using it to boom his Nicargua Canal scheme, which is at present languishing for lack of gold of any kind. He came to Washington direct di-rect from an inspection of the canal which as yet consists of little more than surveyors stakes, in order to fix up things with the administration to push the scheme next winter for having this Government guarantee payment of f 100.000 000 of bonds to be issued by the company, and to drop a hint that if it was not done England would furnish the money. Secretary Tracy stroagly endorses the scheme and says that we have either got to build the canal or build and maintain a seperate navy fo-the fo-the Pacific. Nobody doubts the desirat bility of having the canal, but it is not ar all probable that the democratic House will be willing to pledgethe credit of this country in order to raise $100,000,000, to be spent under the direction 01 a republican re-publican machine. When Mr. Miller and his associates came to Congress to get the charter for this company the statement state-ment was made over and over that all the money needed to build the canal had been pledged by private partie; now atter having spent aboat one twentieth of its estimated cost, the company is practically at a stand-still for lack of lunds. The repu bl icaa - Uultn - her ere gto ing uneasy over the news they are getting of the rapid growth of the Farmer's Alliance in Ohio. They know that McKinley on a high protection platform will not be swallowed by the Alliance folks. Ex-Secretary Bayard is visiting friends in Washington He declined to express his opinion of the job lot of foreign complications com-plications that Uncle Sam now lias on hand. Senator Morgan thinks that Mr Blaine in his last letter to Lord Salstbury on the Behring sea arbitiation has at last got into just the right position. Considerable comment has been caus ed by the fact that Secretary Foster has granted an agent of the sugar trust permission per-mission to visit all custom houses where imported sugar is recieved lor the pur pose of looking alter the interests of the trust in seeing that the assesment ol du ties is uniform, The Secretary claims that the interests of the Government and the sugar people are identical.but others do not see it in that light. WASHINGTON LETTER. 1 Troat in Regular Correspondent I Washington May it. 189 r. T Mr Harrison will return this week if I no accident happens to the royal special i upon which his very much enlaiged (in ' the head) majesty is travelling, to any thing else but a united official family. Secretaries Blaine and Foster have been unable to agree upon Behring sea matters mat-ters and Mr Blaine has also been at loggerheads log-gerheads with both Attorntv General Miller and Secretary Tracy on the authority au-thority of this Government to seize upon up-on the open sea the ship (tata, which was recently seized at San Diego, California and weat oft with U S Marshal on board but allowed him to go ashore after get-ing get-ing outside the harbor, and which is sup posed to belong to the Chillian insurg-ejlta insurg-ejlta Mr Blaine contending that we have no right to interfere with the vesiel un less she is inside the three mile limit, and Messrs Tracy and Miller that we have a right to seire her wherever found. Mr Blai te has not added much to his I attachement for Mr. Harrison since that 1 gentleman has been away for several ' reasons. He has used language, so I ,am iniormed by one of Mr.Blaines friend fit telegraphing to Mr Blaine that meant precisely what the young Emperor ot Germany ao undiplomatically expressed recently by saying' "I alone am master in this country,' and as he has never I dared to take such a position in his per- I onal contact ovilh the Secretary ol A State it very naturally otiended him thai j lie should du so by wire.
