Show are they wise july 1893 while the good intentions of the various members 0 our county court may not be doubted there is nevertheless enrioue question as to the wisdom of their action in suspending operations on tho tra rowa road work at this time the unfinished condition of the road north of the city limits renders practically valueless the large amount of work already done I 1 have heard many persons declare that it is the worst piece of road in the county narrow rough full of boulders and obstructed by the rails of the tramway of course the will eay hard times prompted them to suspend operations that sounds well but should never be hard times as applied to governmental affairs whether national state county or municipal in times of financial depression such as we are now passing through much of the gloom might be dispelled if work of a public nature were to be vigorously prosecuted the tax falling upon the many would help the lesser number of workmen who in turn would help the tradesmen and the general public by distributing their earnings through the various churches true taxes are high and the property owner bewails the burden already heavy yet the constant employment 0 f the needy laborer does eo ameli oralo the condition of the masses aa 0 o bring prosperity to all idleness begets discontent deepens the general gloom incites and costera crime this is axiomatic then why should not the nation alie detate the county and town find work for every idle man public improvements are usually paid for by the proceeds of bonds redeemable ten fifteen or twenty years hence by the then taxpayers whoso wealth is surely augmented and in part founded upon the internal improvements wrought today good roads substantial bridges sewers paving etc so enhance alie value of property in a county or a community as to confer blessing instead of i burden upon the generation cornin after samuel J tilden the departed sage ot democracy shortly before death addressed letter ostensibly to john G carlisle but in reality to his party which was one of the ablest state papers ever uttered mr tilden ro walled the existence of a surplus in the treasury of a nation so young as ours and urged the importance ot reduction in the tariff as to wipe out every vestige of such surplus yet admitting admi ting the utter helplessness of bis party at that lime to bring about the reform so much e sired by democrats mr tilden advised liberal expenditure of public funds in internal improvements and coast de fences he urged the building of highways and canals river and harbor improvements erection of public buildings fortifications lor our coasts and vessels for our navy the paper glowingly portrayed the prosperity that would smile upon our land while every blast furnace and forge were blazing in the production of steel every mano yielding its treasure cf dark diamonds to heat the mills and forges every willing band with pick or spade at work upon canals aind highways born reared and trained a republican I 1 have nevertheless always ranked samuel J tilden high among the states uen of america and for no reason more than for the letter above referred to I 1 wish to remind our present democratic county court of the wisdom of their onetime one time idol and them to relieve the needs of worthy but idle men at present and earn for themselves the gratitude of generations to come by liberal appropriations for public work even warrants must bo issued and bonds sold J A W |
