territory anil and for other purposes and alao also the action of the governor in vetoing the sheep bill the worlds fir fair committee referred the council file back without rc roc ommen commendation dation and when the bill came up on ita its final passage arnett moved to substitute after th e enacting clause the matter contained in the substitute offered by the council committee ou on saturday last and which appoints th the e board of territorial man managers a defining their duties etc the amendment was really the substitute council bill which was defeated in the up upper if house ouse on an act to amend section 2264 2204 of the compiled laws of utah 1888 befouling waters it ia Is hardly for me to refer refe r to the importance of the industry which the act affects effects its value and benefit to the territory are well recognized I 1 con aider eider the act tar fax tco reaching in its provisions it is impossible to estimate the extent of the injury it would inflict upon sheep owner Sif it became a law I 1 suggest that it be amended to read as follows 4 to dip didor or wash sheep in any stream or to construct or maintain or use any pool or dipping vat for dipping or washing sheep in such close proximity to any stream used by the ia ln abitanta abi tants of any city town or villager village for domestic purposes aa as to make the waters thereof impure or unwholesome or to construct or maintain any corral yard or vat to be used for the purpose of all shearing 11 axing or dipping sheep within five miles of any city town or village where the refuse or filth from said corral or yard would naturally find its way futo any stream of water used by the inhabitants of any city village or town for domestic purposes 6 5 to establish and maintain any corral camp or bedding place for the purpose of herding holding or keeping any calle cattle borses horses or sheep within five miles of any n cit city town or village where the refuse or lith filth from said corral camp or
