the absence of the president councillor lund presided in the council jee yee berday A petition was presented by peters I 1 signed by persons asking that the bee bill rejected sometime some time since be re conat dered this was filed the committee on manufacturing and commerce reported favorably on the bill encouraging manufactures in the territory toe too appropriate committees reported the bills providing for a deaf mute establishment lish ment providing for the education of the blind amending the compiled laws relative to printing totaling relating to probate probate procedure and preventing the employment of pinkertons Pink ertons as debee detectives tives and recommended that they be rejected the report in each instance adopted and the bills were lost 1 he came committee reported favorably on toe tue bills bill 11 to protect butter and cheese manufacturers and the house bill tr fr the protection of discharged employees ploy plo ees A substitute has been pre prepared for the bill which exempted certain property from taxation and the kissage of this substitute was recommended the judiciary committee to whom was referred 0 F 53 63 providing for the classification fi of counties and fixing the compensation pensa tion of certain officers reported that the same bad had been carefully considered and a substitute prepared the committee were of the opinion thatis that it I 1 would be better to salary the probate judges and county selectmen in all of the counties except those of the fifth clasp as the law now is such officers have a right to pass upon their own compensation which ought not to be permitted the passage of the substitute was ther therefore a recommended report adopted in each instance the bill providing for the disposal of sheep and cattle in the territory occasioned casio ned A aDi tilt between evane evans peters and baskin the bill provides an amendment to the cheep law so that it will prevent sheep men from constructing or maintaining any corral or yard to be used for the purpose of shearing or dipping of sheep within one mile of any ally stream of water used by the inhabitants of any town city or settlement for domestic purposes aes where the refuse of filth from eaid said corral would naturally find its way to said stream of wat water r through the action of the elements elemen td or even to herd cattle horses or sheep within one mile 0 of f any stream of water used by the in inhabitants habitan to etc the sheep men aru much aroused over this bill and have senta a letter to governor thomas earnestly asking ae king him to veto the bill should it ever reach his bands hands ai it would otherwise destroy an industry now bringing into the territory annually they feel that it is a blow to the sheep industry as fig sheep ara herded which is not the case with cattle and horbes it was 4 when A committee from the governor announcing hia his approval of the council bill changing the name of the university of the state of deveret deseret and amending the tile laws provid ing for its ito government also the bill providing for the compilation of a new index of the laws of utah and the one abeld ing the compiled laws relative to private corporations the governor returned unapproved approved nn the bill relating to 10 the powers of the city council conceit itis it ia hia his opinion that inasmuch inas muco as under the present law city councils are authorized to grant permissions to railways or tramways tram ways to lay tracks in any street alley or public place for twenty years that length of time was sufficient fici ent the bill was for fifty years 1 I am told the governor said that one of the benefits bought sought to be he obtained by this act is to better enable street railroad to negotiate long term bonds this Is a private advantage which should not be opposed sed if it can be effected without detriment to the public interests it may be just to give a franchise for a short term on quite easy terms but from the growth of cities and the changes in the tile circumstances of ul both parties the terms ani suitable table for a franchise now may way be wholly u unsuitable able at the end of twenty years it seems to me it would be better betterto to leave to the city the tight right to determine the question ti estion at theand the end of twenty beare ana and consequently do not think the
