vitali zed every form of business th there ere steadied and upheld the cry of the nation through the great war and made resumption possible and that what we now demand is as much more to the interests of the east I 1 than b a n of the west aa as the productions of the east exceed in value the productions of the west resolved that the first national mining congress is unalterably in favor of the principle of bi as approved by jefferson and hamilton enacted into law by congress in 1793 and accepted by the country for all public and private business for the first eighty years of our count rys history that we believe gold and silver not one to the exclusion of of the other are the money metals of the constitution that we are opposed to any law which treats silver as a commodity that we believe gold and silver should have by law equal rights of uses and monetary powers and to that end we demand of t the he congress of the united states the enactment of a law by which silver shall be coined free in all the mints equally with gold and to have with it free and unrestricted money power and that the coinage be in the ratio of sixteen to one and when the coinage is represented by treasury notes each dollar shall represent grains of standard silver or 23 8 grains grain a of gold whereas by section it is provided that the coin paid for duties on imported goods shall be set apart as a special fund land and shall be applied 1 l rrt to the payment in coin of the inte reit on the bonds and notes of the united states second to the pure purchase base or P payment n it olfie of 1 per of the entire dzus debt 0 of the united states to be made within each fiscal year which is to be beset set apart as a sinking fund and the interest of which shall in like manner be applied to the purchase or payment of the public debt as the secretary of the treasury shall from time to time direct third the residue to ba be paid into the treasury and whereas millions of doll dollars of 1 duties on imported goods have been paid into the national treasury ry since the year A D 1878 in silver co coin n and silver certificates not one cent of which has been by by any secretary of the treasury at any time devoted to the first and second object wherein before specified and whereas every secretary of the treasury since the passage of the bland bill has violated and disregarded said provisions resolved that our senators and representatives ia in congress assembled be requested to take without delay such stich steps as shall bo be necessary to ascertain why the treasury department refuses to obey the statutory requirements and to intire the vigorous enforcement in the future whereas the supreme court of the united states at the october term 1890 thereof while concede conceding n 9 that no direct adjudication ther thereof bad had been made declared the legitimate inferences of several of its decisions to be that the exception of mineral lands from the grants grants in the acts pi congress be co considered n to apply only to such each lands aa as were at the time of the the grant known to be BO so valuable for their e it minerals as to justify expenditure tor for their extraction I 1 and whereas this dictum of the supreme court if it it should become law would invest tho the pacific railway companies holding grants of land from the government with a vast number 0 of f the best beat mines discovered within the limits of eaid said grants by prospectors and miners who have located thereon in good faith and developed and sold therein in the honest be lie lief that eaid said grants were to agricultural landa lads only as declared in the acts of congress makine making them and whereas if it said construction of it becomes thalah ol 01 the land it will take vast begioni regions ot of mineral land out of the market either for future explorations pl orations or purchase to the manifest injury of t the he people wherefore be it resolved Ke solved that the congress against any construction 0 of the h statutes of the united states which will result in such anch a system of wholesale confiscation and the enrichment of great combinations already enjoying the bounty of the government and calls upon the representatives ot of the people in in congress assembled to take each such prompt and immediate action aa may be within the constitutional to destroy spoke eloquently in favor of free coinage judge goodwin of utah made an address in the course of which he said be he did not believe the lower house of congress would pass a free coinage bill t this h to wint winter e r unless with the hope of th the e president vetoing it lie he thought they would come to their senses however in time he ile then moved that the resolution tor for the free coinage of silver be passed by acclamation albert little of alai maine 0 made a brief speech saying he h bad a bee become ome convinced from what he heard board in this congress that the free and unlimited coinage of silver was right the connecticut delegates objected to the passage of the resolution by acclamation and the roll of states was co called ailed with the f following 0 result for the fre free plea la in support of the resolution for the admission of utah into the great sisterhood of states of the ami american rican union and demanded it as the right of american citizens the delegates a thousand in number and quite as many visitors listened intently to M mr r reeds argument areu ment but his motion did not receive so a second and was therefore lost he ile declared that the fight for
