territory it is 18 ti to be hoped that this bill will pasa pa sa under the present law the tile county courts have no power to pay the costa costs incurred by any sheriff or oilier other officer in ili serving process in territorial cams or performing any other service lie may be called to do it if this law does not pass there ill be no w ay of remunerating tile officers for or the lie I 1 thus performed in the interest of the territory the council passed it during the afternoon and sent bent it to lie ilia house louse I 1 nephi is still to the front with her claim for recognition in court circles today to day mr air bryan introduced the following bill providing that the court in the first judicial district shall be held a portion of the tire time at nepal SECTION I 1 be it enacted by judicial Juli cial district court at the paid city of nephi 3 this act shall take effect upon its approval there is something wrong somewhere the tile watchman of the tire council counell apparently expects to join the tire angela angels when be lie leaves this place for lie is not practicing his profession a as a very closely several times the members have requested a ore fire to be male made and it very cold either the tile watchman however is scarcely to be blamed bla for the temperature a in tha the council is so difficult to maintain one moment the business runs along so sluggishly eliat all begin to freeze and tile next moment things thin go arc are in a red liot hot slate state then again the genial watchman thinks they are makine makins it hot for somebody else and that ought tv tor serve all purposes ilia election bill baa han at last pawed and will ill now receive lve the governors attention it was introduced by mr bryan and has met with quite a little opposition it provides provi deFt for a anew new system of registering and balloting and anti would be a great improvement on the present manner of carrying on elections there is some dubiety among lie the members as to what ion it will receive at the executive office the tobacco bill lias has probably been lie the roost most hard liard fought bill in the assembly at the tile present session substitutes have been breser presented ted and adopted these have been amended and find finally the two houses stuck an amendment was inserted In aa as was a stated tilted at the time in TUB standard DARD providing for tile punishment of the minor who was found smoking this amendment the refused refus ed to concur in A conference committee comm ltee was appointed another took their place and a sit I 1 a third followed today to day a report waa was brought in by the last committee recommending that the council c it recede from front ita its amendments mr richards moved that the council do not concur in the report if the section was taken out the life of the bill waa gone and it might just as well be killed and that immediately other members preferred to take the section relating to file punishment of hie ills seller of tobacco to minors rather than loose it all and the bill passed the tile bill providing for street paving w which was passed in tire council but killed in the house was today to day re on a consideration reconsideration re of the vote and passed mr air stewart on the committee on militia created a little laughter today to day by reporting porting the bill introduced some time ago by mr ir kimball and recommend that it ba be pu put t on ita its passage during tire afternoon the council was toasted feasted on a lengthy veto of alie tit 0 free school bill on which BO so much ejmunds EJ munds act the tile act bedoe o me would if approved sweep away the tile restriction which congress hai has deemed it necessary to place upon the exercise of the franchise at these those elections I 1 do not believe the time has corn com for such much action on the part of the tile governor and legislative assembly and arid therefore suggest ang zest that the provisions provision of the existing law be retained in thia this connection I 1 also suggest that some provision vision be made for chalmers ch challenges allers goo at be school 1 10 elections and to require that a person school septem should contain a general revenue law it seema seems to me to be more snore appropriate to leave ont of this act all such provisions and to provide for only special school taxes in districts and leave a general genoret revenue act to be considered on its own merits this change in section I 1 may require suitable changes in section 81 of the tire same article section 83 article XII relates to he the special school tax the first nineteen lines of this beet ion except BO so tar far as they relate to tile rate we of tax to be he levied are fully covered by section 33 3 ot of
