It was agreed by W. S. Carter, president of tho Brotherhood f Loco-motive Loco-motive Firemen and Englnonien aud I1I3 committee, repre.sentlng tho men, aud the general managers' committee, representing the 47 railroads Involved, to settle the controversy In the following fol-lowing manner: Tho question of seniority or thi promotion of old-time firemen over tho new men and the question of representation repre-sentation by the union when the llrt-men llrt-men have been promoted to be on-Klnemon on-Klnemon are to bo compromised be-loro be-loro any arbitration Is attempted. Tho demand of the men for an Increase In-crease in wui-'c-s of 12 1-2 per cent Is then to be submitted to arbitration under the Krdnian act. In previous negotiations tho railroads rail-roads had agreed to arbitrato the wage question, but had declined to arbitrate ar-bitrate the other two ixdnts on th ground that they were poluts of dls- Iclpllue and authority. It was learned that both sides agreed to compromise through the Insistence In-sistence of Commissioner Xelll that something had to be done quickly. Mr. Xelll informed each sido that mediation had been In progress since last Thursday, and that apparently no progress had been made. He declared de-clared that unless action was taken within twenty-four hours he v-'o'jld return to Washington.
