If ex- O O tended to include cities or the O O second class, with such amend- O O meats as may be necessary to O O the wellfare of Ogden City; O O and urges tho amendment of O O the .bill to Include cities of tho O O second "class; and believing O O that under the form of city Q O . government provided by said "O O bill tho water system of Ogden O O City can be as effectually and O O satisfactorily managed as by a O O separate board of water com- O O missloners. Pratt offered an amendment to the report that if the Des Moines plan of government should not bo legislated legislat-ed upon that the Chamber of Commerce Com-merce endorse the waterworks commission com-mission bill, No. 156, as proposed by the waterworks committee of the city, Tho amendment, however, received no second, as a consequence of which it va3 not discussed. It was ultimately decided to turn the report as adopted over to the committee on tho Des Moines plan of city government, and that the committee use its best efforts to Influence the state legislature to enact it into law. Following are th membora of the committee having this matter in hand: S. H. Browne, S. S. Smith and A. E- Pratt., So far as the Chamber of Commerce of Ogden I3 concerned, the watorworks commission bill 'la a dead one. No voice except that of City Attorney Do Vine, who Is 6ald to be the one who drew up the measure proposed to bo enacted into law by the legislature, was raised in favor of the proposition. Those who spoke against it were A. W. Brown, IT. Belnap and W.F. Critch-low Critch-low and a thousand and one questions wore given to Mr. De Vine regarding the Improprieties of the bill. Every hand seemed to be turned against the measure. If there were any present who approved of the waterworks commission com-mission plan for the city, they did not care to raJs their voices iu its support sup-port City Attornoy De Vine Btated. in behalf be-half of the city administration, that not one of those official who had help-el help-el prepare tho bill but bad thought It the best thing for the city. Personally, Per-sonally, he was not more interested in the passage of tho bill than the humblest hum-blest citizen. He stated that in case the bill failed of passage, the city council would have to enact an ordinance covering practically prac-tically the same details. He also stated stat-ed that the bill had not been officially presented to the city council or officially offi-cially acted upon. |
