Legalized recognition, of private property rights In money, industrial and agricultural products and other personal property, and to a certain extent In real estute Is pro-j posed in decrees which the soviet gov- j ernment prepared for presentation before be-fore the all-Russian central executive committee for passage at its opening session today. The committee, which In effect Is the Russian parliament, is thus uskud to make laws enabling foreign capital to work hand-in-hand with soviet Rusr sla and also to pass another decree giving peasants prolonged tenure of land which they now hold, as well as the right to leaso land under certain circumstances. RIGHTS dP PROPERTY. The decree recognizing private prop-rl. prop-rl. ns drafted by thr- commissariat of Justice, provides that foreigners outside out-side of Russia shall bo given the rights I protection of their property only on condition that Russians are granted the same rights abroad, but foreigners foreign-ers within Russia who legally arrange1 for the right to do business, would lo granted the same rights as Russian Rus-sian citizens.
