C hlppermaii. chief deputy of the Scott regime, w hen arraigned on charges developed from alleged shortages In the accounts of that office. Scott Is charged with forgery. Six counts, five of forgery and one grand lnr eny. were pleaded to by Whlppsrman. The case against Scott and Whlp-psrmah Whlp-psrmah resulted from a special audit made by J Percy Goddnrd. Thej were bound over to tho district court after waiving preliminary hearings In the city court. Pleas of not guilty were also entered en-tered before Judge Hanson by J.
