Nov. 9 Lieutenant Lieuten-ant Fischer of the Austrian army and eight comrades, who escaped from a Siberian prison camp, arrived .Monday and declared that prisoners in Siberia were dying by wholesale from Starvation, Starva-tion, tuberculosis, typhoid and other diseases.
