Because of the navy department's policy of "indifference" "indif-ference" no effort was made to bring: the navy to a state of preparedness before be-fore war. Rear Admiral Fullam, former commander of the Pacific reserve fleet, declared today before the-senate naval investigating committee. The admiral said that in 1015 when he wont to the Pacific coast to take command of the reserve fleet the ships had so small complements that thoy could not be moved from the dock. The navy was "fatally short f iuen," he added, but the department failed to advocate sufficient personal increases and was "totally Indifferent to the possibility pos-sibility of a state of war being forced upon it." The only persons In the navy department depart-ment -who would listen to his pleas for more men and material preparedness were the assistant secretary and members mem-bers of the general board, the officer declared. nn |
