Agreement Reached. , Final agreement on railroad reorgan- i.ation legislation was reached by the house and senate -conferees who plan-' ned to have th report ready for their I signatures today, so it could be presented pre-sented to the house tomorrow. ' Aside from textual changes, the general gen-eral features of the compromise bill follow the lines agreed upon relently by the conferees, with the exception ' of the labor provision, which was mod ified so as to provide for a federal appeal board appointed by the president presi-dent and consisting of nine mpmbers equally divided between the employes, employers and the public. As previously previous-ly agreed upon, this board was to have consisted of five members. Labor Provision. The new labor provision amounts virtually to a redrafting of the earlier agreement and results directly, according accord-ing to Senator Cummins of Iowa, chairman of the senate conferees, from developments incident to the strike of maintenance of way employes, which was called off before the men walked out. Senator Cummins said he laid the draft before Director General Hines yesterday and tho revised section was said to conform in principle with the director general's views. As originally proposed, five boards composed equally of employes and employers em-ployers would have'been established to deal with labor disagreements and their conclusions would have been subject sub-ject to the approval of a federal board consisting of five members appointed by the president with tho senate's consent. con-sent. Plan Is Changed. Instead, this plan was changed to provide that while adjustments of labor la-bor differences might be made by representatives rep-resentatives of the men and the carriers car-riers in cases where a strike was threatened which would tie up interstate inter-state commerce, submission of the dispute dis-pute to the federal board was made Tcompulsory before a cessation of work occurred, and the findings of this board would be final. To prevent discrimination' against the public, the conferees inserted a provision requiring the board's decision deci-sion to be made by a majority, one of which must be a representative of the public. nn |
