(By the Associated Press) The Polish high command has forwarded to Premier Clemenceau a copy of a German official telegram, which it intercepted in Silesia, the text of which follows: "Posen, June 21 The government will sign (the peace treaty). Horsing and Wig are the Prussian high commissioners in Silesia and Kast and West Prussia respectively.
