' I l The proclamation orders registration jflk as follows: "All alien enemies are hereby re-fv re-fv quired to register at such times and places and In such manner as may bo j fixed by the attorney general of the I'nlted States, and the attorney gen-oral gen-oral js hereby authorized and directed I to provide as speedily as may be practicable prac-ticable for registration of all alien enemies and for the issuance of registration reg-istration cards to alien enemies and J to make and declaro such rules and i regulations as he may deem neces-rj neces-rj sary for effecting such registration. 1 "All alien enemies and all other per- ,' sons are hereby required to comply with such rules and regtilations; and the attorney general in carrying out ;J such registration is hereby authorized : to utilize such agents, agencies, offi cers and departments of the United States and of the several states, territories, terri-tories, dependencies and municipalities thereof, and of tho District of Columbia Colum-bia as he may select ior the purpose and all such agents, agencies, officers and departments are hereby granted full authority for aJl acts done by them in the execution of this regulation regula-tion when acting by the direction of the attorney general and after the date fixed by the attorney general for such registration, no enemy alien shall be found within tho limits of tho United; States, its territories or possessions without having his registration card on his person." Restrictions on Travel. The restrictions were Imposed on free travel in the following section: "An alien enemy shall not change his place of abode or occupation or otherwiso travel or move from place to place without full compliance with such regulations as the attorney general gen-eral of the United States may from timo to time make and declare; and the attorney general is hereby authorized author-ized to make and declare from time to time such regulations concerning the movements of alien enemies as he may deem necessary in the premises and for the public safety and to provide in such regulations for monthly, weekly or other periodical report of alien enemies to fedoral, state, or local authorities and all alien enemies shall report at the times and places and to tho authorities fixed in such regulations." regula-tions." Aliens Barred From Vessels Germans will be barred from employment em-ployment on all vessels on the ocean or the Great Lakes and evpn from traveling on private motor boats of their own, under the following provisions: provi-sions: "An alien enemy shall not, except on public ferries, bo found on any ocean, oc-ean, bay, river or other waters within threo miles of the shore lino of the United States or its territorial possessions posses-sions ... or any of tho waters of the Great Lakes, their connecting waters and harbors." I The section forbidding alien ene-1 mies to approach shipping centers is as follows: "An alien enemy shall not approach or be found within 100 yards of any canal, wharf, pier or dock used directly di-rectly by, or by means of lighters by any vessel or vessels of over 500 tons gross engaged in foreign or domestic trade other thnn fishing, nor within 100 yards of any warehouse, shed, elevator, ele-vator, railroad terminal or other terminal, term-inal, storage or transfer facility adjacent adja-cent to or operated in connection with any such whnrf, pier or dock." The attorney general is given additional addi-tional authority to declare prohibited zones about other establishments i whenever he deems it advisable to do ' so. The proclamation does not inter-1 fere, however, with existing regula-1 tions forbidding enemies to live within ! half a mile or munition plants, ship-1 yards and other government establish- j ments, though all previous special per-1 mits to allow aliens to ignore tho zone restriction aro revoked. ! |
