FAMILY ALLOWANCES Indemnification for Disabilities, Disabili-ties, Re-education and Rehabilitation Re-habilitation of Injured Men. WASHINGTON, Aug. 10. Authority to make effective the government's program of insuring tho armed forces of the nation was sought of congress today in bills introduced in both houses by Senator Simmons and Representative Rep-resentative Alexander. The proposed legislation would pro-vido pro-vido Insurance, at minimum cost, for American soldiers, sailors and marines, ma-rines, the Insured men paying the premiums; pre-miums; family allowances to dependents depend-ents of men In the nation's military or naval service; indemnification for disabilities and the re-education and rehabilitation at government expense of injured men. Allowances for Families A feature not previously announced would make it compulsory for officers and men to allot a minimum of $15 a month out of their pay to dependent wives and children. These allotments would bo supplemented by family al lowances to be made by the government, govern-ment, of from 55 to $50 a month, ac cording to the circumstances and number of dependents. Liberal Indemnities Liberal indemnities for partial and total disabilityare included in tho pro- gram, cafying from $40 to $75 per I month minimum up. to $200 a month for higher officers'. Insurance would be written by the government on tho lives of the men at a rate of approxl-1 approxl-1 matcly $8 per $1000 in sums from $1000 to $10,000. tho premiums pay-j able in installments. In its general features the bill was approved by the advisory committee of Insurance representatives sum-! moned by Secretary McAdoo to Washington Wash-ington July 2. Insurance Men Advice "They opposed, however,'' Mr. McAdoo Mc-Adoo advised tho president, "the grant of any government Insurance over and above the compensation. They favored, fa-vored, over and above compensation, the payment by the government of $1000 In each case of death during, service or within five years after discharge dis-charge from service in lieu of Insurance." Tho bill does not ntteinpt to cover the methods to be pursued in reeducating re-educating and rehabilitating injured men. Two principles, however, are recognized, the man's obligation to avail himself of such opportunities as the government may provide under penalty of loss of compensation during "any period of unreasonable refusal" and a man's right to disability compensation com-pensation regardless of his individual economic recuperation. Rate3 for Dependents When disability results In death, dependents de-pendents would receive from $15 to $60 a month, the sum again being! rated according to the circumstance' of the dependents. All insurance ofj this chnracter, the bill provides, would be "non-assignable aud free from the claims either of the Insured or of the beneficiary." It would be limited to wife, children and other specified kindred. kin-dred. On the administrative side the bill provides for a division of the government's govern-ment's war risk insurance bureau into two sections, one on marine and seamen's sea-men's insurance, the other on military and naval insurance. on |
