Show DISAPPOINTMENT OVER MICMAELIS COPENHAGEN, Aug. 6. The Liberal Lib-eral press of Germany is outspoken in its disappointment over tho selections selec-tions Chancellor Mlchaolis has made of his colleagues in tho now imperial and Prussian ministries, which are held to show that tho effect Is one of names only and not of the system. All tho papers of this class agree in tho view that there Is not a trace of parliamentarism par-liamentarism in the new order of things. Vorwaerts, tho Socialist organ, speaks of the administration as ono "of enlightened bureaucracy." Tho Tageblatt characterizes tho new ministers min-isters as in tho main successful administrative ad-ministrative officials. The nomination of two members of parliament cannot, it says, be regarded as oven a step toward parliamentarism, because In tho first place neither of tho two is particularly liberal in his views or a strong believer in reforms in the direction di-rection of liberalism, and, Jn the second sec-ond place, both must, under tho present pres-ent constitution, resign their seats. Dr. Von Kuehlmann alono of tho new officials Is given favorable treatment treat-ment by the Liberal organs.
