Heywood and Miles L. Jones. After all is said, the recovering of those franchises stands out as the most important dutj' confronting thc people of Ogden. "With the right energy and legal judgment on the part of thoso in office after thc first of the year, the valuable assets which Ogden turned oyer to thc big monopolies, should be regained and sacredly guarded. There are four men seeking to serve as commissioners, in whose keeping thc welfare of the city will rest during the coming years, and but two have deemed thc matter of sufficient importance to openly announce a policy in favor of restoring those franchises to the people. There can be no successfully worked out plan of public ownership owner-ship until the private monopoly is dispossessed of tho 50-year franchises. fran-chises. Looking to thc future, thc citj- should recover its rights to buy the gas and electric plants at cost a provision which was not incorporated in thc franchises that were given to the big concern now in complete control of the local field.
