The house on asserablyiug immediately and unanimously passed a concurrent res-oiutlon res-oiutlon for the joint session with the senate at 3 p. m. After conferences with White House officials, congress leaders agreed on a joint session of both houses at 3 p. m.. today and the for-eign for-eign affairs committee began work on the resolution. A bill to appropriate $50,000,000 to be expended by the president, was introduced by Senator Chamberlain, chairman of the military affairs com-mlttee, com-mlttee, to which the bill was referred. Speaker Clark and Chairman Flood of the foreign affairs committee con-ferred con-ferred with Democratic Leader Un derwood and arranged that as soon as the president shall have read his message, the foreign affairs commit- jH tee shall meet and report immediate-ly immediate-ly a resolution. House Solemn and Quiet. The Chamberlain bill provides: "That the president of the United States be, and he is hereby author-ized author-ized to expand in his discretion for the nntional defense and for each and every purpose connected there-with there-with the sum of $50,000,000 out 'Of any moneys in the treasury not oth-erwisc oth-erwisc appropriated, which sum shall remain available until expended."
