Show postmaster fiENE RALS HOLD TOLD A conference von L 1 meyer of the united states meets of canada at washington washington april 1 at a conference between postmaster general lemieur of canada and postmaster general mayor of the united states in thia this city an agTe agreement ement was reached to amend the postal convention existing between the two countries insofar as 66 it affects the transmission of newspapers and periodicals known as a second matter between the two countries canada accepts the tentative proposal of this country that second claes class matter mailed ma aled in one country and addressed to the other might be subject to a rate of one cent tor for each four ounces or frac fraction toa thereof on each bulk package prepared by stamps affixed under the previous arrangement such mall mail matter has been transmitted to destination in either country on payment of the regular second claas class rate no fiscal settlement being made on account of the difference la fa the volume of mall mail on account of the very large preponderance of mall mail matte going from this country to canada over that received from that theat country the agreement has operated very materially to the advantage of this country tho the canadian postal administration last november gave notice that after 1 may lay 7 next the paragraph of the existing convention relating to the admission filon of newspapers and periodicals I 1 from the united states to the canadian malls on payment of one cent per pound rate at the office c e of origin would be abrogated but later offered compromises the rate now agreed upon is subi I 1 the transient second rate i which I 1 the individual citizen of the united states now enjoys the exception being that publishers of the unit ed states have an additional lenge of mailing in bulk packages at the I 1 rato rate named addressed newspapers and periodicals intended for delivery to subscribers at one postoffice post office tee and the cost of ot the publishers of the united states will be at least 50 per cent less than it if the postal union rate should be applied |
